The Administrative Officer for the CBOC Mental Health & Virtual Care Service Line supports the Service Chief by management of (including but not limited to) administrative management, personnel management, quality management and performance improvement, and budget and contract management.
Duties
Major Duties Include:
The incumbent is responsible for the day-to-day Service Line operations and administration, identifying areas requiring attention and recommending course(s) of action to the Service Chief. The Service Line has in excess of 80 FTEE from a variety of clinical and administrative disciplines. The Service Line maintains staff at eight (8) different VA locations and includes more than 30 staff who work 100% virtually for those locations. The incumbent develops short and long-range plans in concert with the Service Chief of CBOC Mental Health and Virtual Care.
The incumbent must be knowledgeable of multiple different requirements of various professional and state licensing boards and VA professional standards boards in order to ensure primary source verification of professional licenses in accordance with HR guidelines.
The incumbent utilizes the electronic tools for preparing the annual budget briefing as well as tracking cumulative FTEE ceiling, contract expenditures, and fund control point use.
Preferred experience:

Expertise with managing data systems and synthesizing data for reports/presentations
Expertise with Microsoft Office and troubleshooting basic technical problems/questions
Prior successful experience working virtually

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: One year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Responsible for the day-to-day Service Line operations and administration, identifying areas requiring attention and recommending course(s) of action to the Service Chief.
Manages all personnel actions within the Service Line to include the initiation, coordination, and approval of personnel actions and prepares Human Resources documents for multiple hiring authorities including Title 38, Hybrid 38, Title 5, and physicians
Advises the Service Chief and employees on the interpretation of and application of a variety of human resources policies and procedures including staffing, classification, employee relations, benefits, and related areas
Responsible for the formulation and execution of the Service Line's annual budget, operating within the Service Line's authorized budget, and implements internal controls to assure fiscal management will be maintained
Prepares analysis of data from multiple sources to deliver written recommendations to the Service Chief for program management.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 full years of progressively higher level graduate education leading to such a degree or a masters degree.
Preferred experience:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary and carried out in an office. The work does involve some lifting of objects less than 15 pounds as well as operating a GSA vehicle as Service Line is spread across multiple sites and to attend meetings at the medical center and in the community.
