The Program Support Assistants in the Engineering Service act as executive support for the Chief Engineer, Assistant Chief Engineer, Manager of Operations and Maintenance, The Supervisory Engineer of the Projects Section, the Supervisory Biomedical Engineer, and the supervisors overseeing the Operations and Maintenance sections. They work in a collaborative environment to provide general administrative support for all the service.
Duties
Duties include, but are not limited to:
Performs general accounting functions including purchase of goods and services to meet the guidelines of the VA Contracting Service and reconciliation and balancing of fund control points and cost center and budget object codes in the Medical Center's financial budget system.
Maintains accurate records concerning use of utilities and Bills of Collection prepared for tenants of the hospital.
Assists in the development of local procedures and systems for establishing, operating, and assessing the effectiveness of engineering support systems and compliance with agency policy.
Performs work involving collection, compilation, tracking and analysis of data and statistical information on the organization's program operation.
Responsible for educating staff and record management for project file records, credit cards records, safety compliance records, service contracts, utility billing, etc.
Provides documentation and support to management on personnel actions as directed by the various supervisors, and insures that all documentation is received in Human Resources in a timely manner.
Serves as a point of contact for medical center support functions.
Provides information on Engineering processes and assists in completion of requests.
Work Schedule: Monday - Friday 07:30AM - 04:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive and practical knowledge and skill in applying basic analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the Service area. Knowledge of an array specialized duties and responsibilities involving a wide variety of problems or situations, including developing information, identifying interrelationships, and taking action consistent with program objectives. The work requires knowledge of the mission and functions of Engineering Service. The employee understands how the office's various administrative services relate to one another and how they relate to the Service's mission. The work also requires broad understanding and detailed procedural knowledge of budget, data management, personnel, and information processing functions of the office. The employee ensures that new staff is provided with required training and is oriented and is the point of 3 09/11/15 contact for Engineering Service with numerous medical center administrative staff. The employee is responsible for a variety of administrative support functions that require judgment to identify what needs to be and determine.

Physical Requirements: The incumbent's work is mainly sedentary and requires walking, standing, bending, carrying light items such as papers, books, small parts, or driving an automobile. No special physical demands are required to perform the work, but good hearing and speech are important.
