This position is located within the Pathology and Laboratory Medicine Service (P&LMS). The incumbent service as the working supervisor for Medical Technicians (Phlebotomist) in the Central Receiving Unit and the Core Laboratory sections of the P&LMS. The position is based at both the John Cochran and the Jefferson Barracks Divisions. Incumbent supervises 8-23 Medical Technicians/Phlebotomists and 1-2 Lead Medical Technicians/Phlebotomists depending on the physical location and tour of duty.
Duties
Articulates and communicates to the team the assignment, problems to be solved, actionable events, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem solving methods and techniques. Provides advice on work methods, practices, and procedures, and assists the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization. Makes adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Ensures that each employee has an integral role in developing the final team product. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects. Provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Maintains program and administrative reference materials, protect files, and relevant background documents and make available policies, procedures, and written instructions. Incumbent performs blood collection, specimen labeling and accessioning of laboratory tests. Performs routine venipuncture specimen collections from inpatient, outpatients, and ambulatory inpatients. Collects blood samples with a minimal number of failures, patient bruising, or required re-sticks. Ensure that samples are submitted to the clinical laboratory with the least possible delay. Performs phlebotomy on inpatients and outpatients according to physician's orders and in the manner described by the College of American Pathologists (CAP) as well as the written guidelines of PLMS. Correctly identifies each patient using at least two valid, acceptable patient identifiers as required by The Joint Commission, CAP and other regulatory agencies. Maintains patient confidentiality. Correctly identifies acceptable venipuncture site or finger stick site (for bleeding times). Maintains sterile technique and performs venipuncture according to guidelines. Determines appropriate number and types of tubes of blood, ensuring that tubes meet quality and volume standards required for optimum clinical sampling. Labels each and every tube as required and instructed with all necessary identifiers and information in the presence of the patient and before proceeding. Assesses venipuncture site to ensure site has quit bleeding and bandages the site before phlebotomist leaves the patient.
Work Schedule: Full Time - Evenings Monday through Friday, may include rotating weekends and holidays.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (a) Technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiological, hematological, and blood banking) and preparing reports of findings or (b) technical support in a closely related field, e.g. biological laboratory technician work that required application of the methods and techniques for the position to be filed. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one full year of graduate education with major study or at least 18 semester hours in subjects appropriate to the position to be filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate education.

Physical Requirements: Light lifting - under 15 lbs, light carrying - under 15 lbs, reaching above shoulder, use of fingers, both hands required, walking, standing, repeated bending, far vision correctable in one eye to 20/20 and to 20/40 in the other, read typewritten material, emotional and mental stability. COLOR VISION ESSENTIAL: ability to distinguish basic colors, ability to distinguish shades of color.
