Duties

Assist auditors with planning and conducting audits Gathers information on assigned audit areas. Performs task assigned by auditor including study previous audit reports for organization or function scheduled for audit. Brief management on audit findings Identify problem areas and prepare work papers to support findings in accordance with GAGAS and Agency policy. Assist auditors with the compilation, arrangement, and evaluation of data to be included in audit working papers and assignment file. Prepares a variety of material from rough draft into final form with responsibility for format, spelling, punctuation, arrangement and spacing of material. Prepares correspondence based on knowledge of FAO policy including administrative matters (e.g., acknowledgement letters, sample letters, etc.) Accompany senior auditor on onsite visits

Qualifications

If selected as an Upward Mobility Program (UMP) participant, you will initially be assigned to the Audit Trainee, GS-503, bridge position at the grade level for which you qualify. Your background will be evaluated to determine what additional education and experience will be needed to qualify for the target position. Within 30 days of entering the program, an Individual Training and Development Plan (IDP) will be developed to document your required experience and formal training. Upon successful completion of your IDP activities and after meeting the qualifications requirements, you may be reassigned or promoted to the target position, Auditor, GS-511-7, with a career ladder to the full performance level of Auditor, GS-511-12. An UMP participant who is not progressing, ceases to progress, or does not complete the program requirements within the required timeframe, will be dropped from the program and will be placed in an available position for which qualified at the grade held when selected for the program. If no position is available at the grade previously held, the employee should be placed in an available position and granted repromotion priority to the grade previously held when such a position becomes available. Adverse action procedures must be followed when a participant is to be removed from the program and placed in a position at a grade lower than that currently held. Your upward mobility program may be up to three years with one six-month extension allowed for demonstrated good cause. The length of your training will be determined based on your individual knowledge, skills, and abilities at program entry and the additional knowledge, skills, and abilities required for successful performance in the target position, Auditor, GS-511-07. The length of training must be sufficient for you to make up the difference in qualifications from what you bring into the program and what is required for the target position. The position is located in the Defense Contract Audit Agency (DCAA), Field Audit Office (FAO), branch office/suboffice or resident office/suboffice. You will serve as an audit trainee in an FAO with responsibility for participating in a training and development program.The primary purpose of the position is to perform audit related tasks in support of auditors assigned to the FAO. QUALIFICATIONS GS-503-6:Specialized Experience:You must have one year of specialized experience at the GS-05 or equivalent level. Specialized experience includes performing a variety of administrative and/or technical processes and procedures in support of contract auditing function such as gathering audit background information, reviewing contract records for compliance, summarizing and analyzing routine accounting documents, entering data in to automated databases and spreadsheets, and verifying audit report and workpaper format in accordance with Agency policy. QUALIFICATIONS GS-503-7:Specialized Experience:You must have one year of specialized experience at the GS-06 or equivalent level. Specialized experience includes performing a variety of administrative processes and procedures in support of contract auditing function such as gathering and analyzing audit information, reviewing contract records for compliance, verifying mathematical computations and accuracy of transactions, preparing draft audit work papers and reports, analyzing routine accounting documents, entering data into automated databases and spreadsheets, and examining documents and computations for compliance with GAGAS and Agency policy. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of Education for Specialized Experience for the GS-06:Six (6) months of directly related (e.g., accounting, auditing, business administration, finance, or public administration) graduate level education may be substituted for specialized experience. Equivalent combinations of successfully completed directly related graduate level education and experience may be used to meet total experience requirements.

OPM has issued draft Qualifications Standards for the Auditor, GS-511 series. One of the proposed changes to these standards is new mandatory education requirements which would require either a bachelor's degree in accounting OR a bachelor's degree in a related field such as business administration, economics, finance, or public administration that included at least 24 semester hours of accounting. Once these new GS-511 qualifications standards are effective, any Upward Mobility Program participant in the GS-503 series would have to satisfy the more stringent education requirements before being eligible for assignment to the GS-511 series. It is expected that the Office of Personnel Management (OPM) will implement these new qualification standards within the next twelve months. If OPM implements the proposed changes to include the new mandatory education requirements, your upward mobility program may be extended to a total of four years, with one twelve-month extension allowed for demonstrated good cause.
