THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a BUDGET ANALYST, Position Description Number T5153000 and is part of the CO JFHQ G1, National Guard.
The primary purpose of this position is to provide management oversight and guidance to the budget formulation and execution process.
Duties
Provides management oversight to the budget process, including planning, programming, budgeting, allocation and execution of funds. Certifies funds and coordinates the receipt of Funding Authorizations Documents (FADS) for the state ARNG Comptroller. Prepares quarterly resource management reports, monthly analysis of financed orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budget objectives. Reviews transactions including reservations, obligations, and disbursements based on interpretation of laws, regulations, or policy. Provides technical budgetary advice and assistance to federal and state agencies as requested. Independently develops and implements guidelines and policies as well as management controls for effective budget execution. Performs other duties as assigned.

- Must be a current or former member of the Colorado National Guard (CONG) or a current T5 or T32 Federal Technician within the CONG.

- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Qualifications
SPECIALIZED EXPERIENCE: Must be eligible for entry into the position's financial management certification career program based on the position's GS-grade (GS-11) before final approval and appointment is processed; have finance budget experiences and competencies that provided knowledge of financial NG principles and procedures; must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements; and must have experiences and training that demonstrate the competencies to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT: Continued employment in this position is subject to successfully obtaining and maintaining a Level 2 DoD Financial Management Certification within two years from entry on duty to the position unless the incumbent is already in a position that requires a Level 2 certification in which case he/she must complete the certification in the original 2-year period.
Education
Must have a high school diploma or general education development (GED) diploma. An undergraduate degree and/or a post graduate degree from an accredited college/university in NG finance; -or- in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.
