This position is located in the Health Information Management Section of the Business Office at the Dom VA Medical Center. The Medical Records Administration Specialist at this level serves as the Health Information Management Specialist of Health Information Management. Provides health information and medical record professional consultation and administrative assistance to the Health Information Services Manager and Supervisors and to the medical center at large.
Duties
Keeps current on emerging issues and trends in the health information management field, including the electronic health record, coding and computer assisted coding, the revenue cycle, release of information and privacy issues, and data exchange
Keeps HIMS management and clinical staff abreast of changing technology in electronic systems used to collect, process, code, protect and store health information
Monitors and reports the Joint Commission standards as well as VA and facility By-Law documentation standards, offering corrective action plans and training as needed to achieve compliance\
Performs erroneous encounter and documentation corrections in VISTA and CPRS, to include amendments, rescinding documents, reassignment of titles and locations, and retraction of documents as authorized
Investigates, identifies and modifies data that must be cleared from patients' electronic health records to assure data and informational quality
Reviews requests for new templates or additions/corrections to existing templates and provides guidance as a subject matter expert for HIMS
Meets with clinical staff and administrative managers to provide education and correct encounter and documentation errors, per specific clinic needs
Provides training to clinical and administrative staff, HIMS and other related staff on encounter form completion
Performs quality improvement projects regarding HIMS, as requested
Maintains HIMS continuity plans and provides review/updates to HIM Standard Operating Procedures and gives input for Medical Center Memoranda review/updates
Reviews, analyzes, and reports HIMS performance monitors at various committees and for senior management
Performs a full range of audit activities: collecting data, graphing and analyzing results, creating reports and communicating in writing and/or in person to appropriate individuals and groups
Participates in various VAMC, VISN and national committees requiring health information management subject matter expertise
Uses VA approved auditing and reporting methods as needed to perform functions including, but not limited to CPRS, VISTA, MyHealtheVET, record tracking systems, chart deficiency systems, coding and abstracting systems, data base systems, release of information systems, coding and abstracting systems, word processing, spreadsheets and encounter forms, etc
Test new and /or revised software appropriate to tasks such as those used for encounter forms, scheduling, coding, etc., when requested
Extracts information, generate reports from various databases (e.g. clinical, financial), and analyze data including a consideration of such issues as applicability, validity, reliability, and quality and characteristics of the data source, etc
Runs various ADHOC reports at the request of the Chief HIMS or clinical service and performs other related duties as assigned
Assists in the implementation of new coding systems, methodologies, to both HIM staff and all clinical providers
Devises training schedule and material to be introduced
Possesses health information experience and knowledge of the technical aspects of health information management
Possesses extensive knowledge of CD9 CM, CPT-4 coding, and medical documentation requirements, and utilizes knowledge, skills, and abilities to successfully audit and train others
Performs other duties as assigned

Qualifications
Basic Requirements:
United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification. Persons hired or reassigned to MRA positions in the GS- 0669 series in VHA must have at least one of either below:(1) Coding Certification through AHIMA or AAPC.(2) HIM Certification through AHIMA.(3) Health Data Analyst Certification through AHIMA.
Education or Experience. (1) Experience. Three years of [creditable] experience in the field of medical records that included the preparation, maintenance, and management of health records and health information systems demonstrating a knowledge of medical terminology, medical records procedures, medical coding, or medical, administrative, and legal requirements of health care delivery systems.
OR, (2) Education. Successful completion of a bachelor's degree or higher from an accredited college or university [recognized by the U.S. Department of Education, with a major field of study in health information management, or a related degree with a minimum of 24 semester hours in health information management or health information technology. OR, Experience/Education Combination. Equivalent combinations of creditable
experience and education that equals 100 percent may be used to meet basic requirements. For example, two years above high school from an accredited college or university, with 12 semester hours in health information technology/health information management, plus one year and six months of creditable experience that included the preparation, maintenance, and management of health records and health information systems meets an equivalent combination.
English Language Proficiency. MRAs must be proficient in spoken and written English. See 38 U.S.C. ? 7403(f).
Grade Determinations:
GS-5: None beyond basic requirements
GS-7: Experience. In addition to the basic requirements, one year of creditable experience equivalent to the next lower grade level GS-5.
GS-9: Experience. One year of creditable experience equivalent to the next lower grade level GS-7 that demonstrates the knowledge, skills, abilities, and other characteristics described at that level. OR, Education. Education equivalent to two full years of progressively higher level graduate education or a degree or equivalent graduate degree from an accredited college or university in a field directly related to health information management.
Demonstrated Knowledge, Skills, and Abilities:
(a)Knowledge of medical and legal requirements related to health information management and health records
(b) Ability to provide technical advice and guidance on health information management practices
(c) Skill in extracting data from various sources and analyzing health information to create reports
(d) Skill in researching, interpreting, and applying health information management guidelines
(e) Knowledge of performance and process improvement techniques to develop new or improved solutions in health information management
GS-11: Experience. One year of creditable experience equivalent to the next lower grade level GS-9 that demonstrates all of the KSAs described at that level. OR, Education. Education equivalent to three full years of progressively higher-level graduate education or a Ph.D., or equivalent doctoral degree from an accredited university or college in the field of health information management.
Demonstrated Knowledge, Skills, and Abilities:
(a)Skill in performance and process improvement techniques to develop and implement new or improved solutions in health information management.
(b) Ability to advise management and staff, at various levels, regarding health record documentation requirements and health information management practices based on current industry standards, policies, statues, laws, and regulations.
(c) Ability to plan, justify, develop, evaluate, assess, monitor, and advise on current health information management processes and recommend changes in policies or procedures.
(d) Ability to determine and evaluate compliance with legal, ethical, and regulatory guidelines and accrediting bodies, as they apply to health information management.
(e) Ability to acquire, manage, analyze, interpret, and transform data into accurate, consistent, and meaningful information.
Preferred Experience: Must hold a RHIT/RHIA Credential from AHIMA
The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-5 to GS-11.
Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
