About the Position: Incumbent actively participates in the procedural and administrative management of the Public Affairs Office (PAO) through the application of a substantive working knowledge of the programs, goals, priorities, and key employees of the District. Duties involve contacts with Federal, State, and local government officials, media, vendors, district staff elements and the general public.
Duties
Receives calls and screens visitors, applying a broad knowledge of District mission and functions, handles requests for information about civil works activities, recreational facilities, navigation, river and lake levels, and military missions.
Screens incoming correspondence to determine the requirement, degree, or timing of PAO's involvement. Independently responds to requests by researching files, compiling background data, and preparing correspondence for supervisor's signature.
Advises supervisor and staff on actions pertaining to incentive awards, performance standards and appraisals, training, time and attendance policies, and initiates personnel actions for the PAO.
Serves as Office Records Coordinator and administers the records management program of the overall office files to include guidance, training, maintenance, and timely files disposition.
Researches and formats district news clips using office software, GOOGLE, and other electronic means for electronic distribution to the news clip distribution list and ensures all articles are posted on SharePoint for historical purposes.
Formats press releases for distribution to media (radio, TV, daily and weekly newspapers).
Assists Public Affairs Specialists in planning and execution of groundbreakings and dedication ceremonies or other events.
Coordinates with Visual Information (CIO/G6) for photography, video recording, audio/visual support for town hall/public meetings and special events, and the printing and distribution of District products.
Formulates and revises the annual Public Affairs budget, specifically to incorporate the annual training plan needs, summarizes data concerning personnel salaries, equipment, and other line-item cost information for formulation of budget estimates.
Processes reports from accounting systems to monitor obligations, expenditures and balances and makes necessary adjustments during mid-year and periodic budget reviews to meet the operating budget goals and objectives.
Serves as office VISA government credit cardholder. Reviews and approves VISA statement monthly to assure purchase and amounts are accurate and any discrepancies are corrected in a timely manner.

For GS-07: One year of specialized experience which includes providing administrative office support, such as answering phone calls and maintaining files; coordinating travel, such as arranging transportation or setting up travel funding; preparing documents to order supplies or equipment; and preparing correspondence on behalf of a professional organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-06).
