The Equal Employment Opportunity Specialist is an integral part of the Southeast Louisiana Veterans Affairs Health Care System (SLVHCS), and the Equal Employment Opportunity (EEO) Program. SLVHCS/ VAMC 629 is a primary care community-based healthcare organization for veterans in a 23 parishes primary service area. SLVHCS provides primary and secondary medical services, ambulatory surgical services, and Inpatient and outpatient psychiatric services at a Facility with 1B complexity.
Duties
Exercises a high degree of judgment in analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment.
Advises management on specific actions in support of affirmative action, and strategies for handling discrimination complaints.
Assists the Office of Resolution Management and Administrative Judges with investigations and hearings.
Assists ORM field office personnel (EEO Counselors, Investigators, and Intake Specialists) during both the counseling and investigative stages.
Provides advice and assistance during the post-investigative stages (i.e., hearings, appeals, and compliance phases) for each formal complaint.
Assists with development and coordinating an Alternative Dispute Resolution (ADR) Program, which is any procedure or combination of procedures voluntarily used to resolve issues in controversy without the need to resort to litigation.
Participates in meetings, conference calls, workgroups and training to maintain a high level of knowledge, skill and ability in the field of EEO.
Receives visitors and take telephone calls on behalf of the EEO Program Manager.
Work Schedule: Monday - Friday; 7:30am to 4:00pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization.
Specialized Experience:
Identify problems, gather relevant data, assesses the data, develops and implements ideas for improvement, and evaluates efficacy of improvements.
Communicate verbally and in writing explaining the recommendations and providing guidance and advice to leadership, responding to inquiries, preparing reports and interacting with high-level officials.
Skilled in the performance of EEO related program management to include training, management of EEO complaint processes, policy writing, and monitoring effectiveness of program.
Coordinate a variety of complex, inter-related operational and program development activities.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related.

Physical Requirements: The work is primarily sedentary. There may be some lifting of boxes or pushing of carts for meetings or media presentations, but most of the time is spent walking or sitting at a desk, in meetings, or at a computer terminal.
