Vacancies will be filled in the following specialty areas:
Wage and Investment Customer Assistance, Relationship, Distribution, Knowledges Services Branch - Business Requirement System Integration.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Under the guidance of a higher graded distribution specialist or the supervisor, the incumbent participates in the initiating, developing, installing or administering a distribution program.
With on-the-job training, the incumbent may assist in coordinating with stakeholders (i.e. customers, print specialists, ADC personnel, etc) and helping to overseeing the implementation of actions involving requirements determination, acquisition and distribution of inventory, managing inventory accountability systems, and assuring that inventory is in place where and when needed.
Under the guidance of the higher graded specialist or the supervisor, the incumbent may assist in monitoring, evaluating and critiquing performance of vendors and contractors: auditing and certifying payment of invoices.
May assist in developing statements of work for contractor or vendor requirements and providing agency oversight of contractor's compliance with these requirements.
Assists in the development and issuance of inventory handbooks in either paper or electronic form.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-9 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: Experience using inventory management practices, requirements analysis, and distribution center operations. Experience working with distribution functions, some examples include: procurement, traffic management; household goods (relocation) management, quality assurance, transportation management, funds control, automated data processing, and inventory management. Experience using quality assurance techniques and reporting requirements to coordinate work; Experience using systems analysis and other analytic skills to analyze productivity and quality. Experience with computer-based systems and various PC software applications for effective analysis. OR Master's or equivalent graduate degree in a related field of study that demonstrate the knowledge, skills and abilities necessary to do the work OR Two (2) full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a related field of study that demonstrate the knowledge, skills and abilities necessary to do the work.

EDUCATION: LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: a combination of experience and graduate level education equivalent to that described above.

Experience evaluating distribution systems for potential introduction of automated controls and assist with the implementation of changes in distribution systems; Experience working with distribution functions, some examples include: procurement, traffic management; household goods (relocation) management, quality assurance, transportation management, funds control, automated data processing, and inventory management. Experience using quality assurance techniques and reporting requirements to coordinate work; Experience using systems analysis and other analytic skills to analyze productivity and quality; Experience developing solutions to procedural program problems and making recommendations for improvement in operations, programs, automated systems, methods, or procedures. Experience with computer-based systems and various PC software applications for effective analysis.

EDUCATION: Ph.D. or equivalent doctoral degree in a related field of study that demonstrates the knowledge, skills and abilities necessary to do the work. OR Three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrate the knowledge, skills and abilities necessary to do the work.

SPECIALIZED EXPERIENCE: GS-12 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience applying inventory management practices, requirements analysis, and distribution center operations. Experience evaluating distribution systems for potential introduction of automated controls and assist with the implementation of changes in distribution systems. Experience with distribution functions, some examples include: procurement, traffic management; household goods (relocation) management, quality assurance, transportation management, funds control, automated data processing, and inventory management. Experience with quality assurance techniques and reporting requirements to coordinate work. Experience applying mathematics, basic business statistics, and systems analysis to analyze productivity and quality. Experience developing solutions to procedural program problems and making recommendations for improvement in operations, programs, automated systems, methods, or procedures. Experience coordinating programs and overseeing the implementation of actions. Experience with computer-based systems and various PC software applications for effective analysis.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
