This is a Direct Hire Authority (DHA) solicitation utilizing DHA for Science & Technology Reinvention Laboratory (STRL) Mission Support to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position supports Combat Capabilities Development Command Soldier Center's (DEVCOM SC) Business Domain comprised of a set of enduring competencies required to run the organization. This is a TERM NTE 2 Years position--may be extended up to 6 years.

Duties

Serves as the organizational Records Manager, Knowledge Manager, Freedom of Information Act (FOIA) point of contact, and Privacy Act Officer. Maintains coordination with internal directorates and HQ on actions involving records, digitization of research records, FOIA, Privacy Act, and protecting Personally Identifiable Information (PII)/Controlled Unclassified Information (CUI). Serves as subject matter expert (SME) managing, developing and implementing the organizational information and knowledge management SharePoint Online solution, user experience interfaces, and information architecture. Identifies and develops various techniques to facilitate knowledge creation, storage, retrieval, sharing, and transfer throughout the organization that matches business practices in accordance with KM business processes and KM technology tools. Determines the knowledge content; how it will be structured, shared, controlled, and made easily accessible for the needs of the organization. Develops policy and processes for the capture, storage, and retrieval of knowledge content and records across the organization. Contributes to process improvement activities as a member of the team. Defines and establishes Records Management and Knowledge Management tasks, provides advice on needed resources, and monitors/leads project progress to ensure that work is accomplished in a timely and effective manner. Identifies internal/external best practices and establishes methodology for sharing lessons learned within the organization. Documents the information data architecture and environment in order to maintain a current and accurate view of the larger data ecosystem. Identifies and develops opportunities for data reuse, migration, or retirement..

Requirements

  • This position requires a Secret Security Clearance.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is a TERM NTE 2 Years position and may be extended up to six years. Position may be made permanent without further competition.
  • Business travel for this position is approximately 5% of the time.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. US Army Combat Capabilities DEV CMD, Soldier Center is participating in an alternative personnel system known as the Laboratory Personnel Demonstration Project. The DE-03 payband is equivalent to the GS-12 step 1 to GS-13 step 10 level, however Management has elected to announce at the lower end of the pay band (GS-12). Specialized Experience: One year of specialized experience which includes 1) Developing techniques to facilitate knowledge creation, storage, retrieval, sharing, and transfer throughout the organization that align with Knowledge Management business practices 2) Researching issues and developing guidance and recommendations for resolving various disposition and related records management issues, and 3) Implementing program policy and procedures to successfully meet the goals and requirements of the Federal Records Act, and related statutes, regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11/DE-02). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources, Business, or Procurement. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
