This position is located at the Orlando Veterans Affairs Healthcare System (OVAHCS), serving nearly 140,000 Veterans residing in a six-county area. The position serves as the Visual Information Specialist for the Medical Media Branch of Orlando VA Healthcare System (OVAHCS).
Duties

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-9 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
MAJOR DUTIES:
Work performed by the incumbent includes highly technical non-supervisory duties that include desktop publishing, video production, graphics production, and photography as requested by the various sections it supports.
Assists medical media section in its support for special training events and conferences hosted by the Orlando VA Healthcare System (OVAHCS) to ensure all audiovisual equipment is operational at the beginning of the event, as well as provides on-call support for any issues that arise during the event.
Provides excellent customer service and anticipates customer wants and needs with each design piece needed by OVAHCS staff.
Provides production of videotaped and television programs (digital format); live and prerecorded radio broadcasts; motion picture films; broadcast type closed circuit teleconferences; and other similar productions, such as slide shows with sound accompaniments and closed caption thru Digital Signage.
Plans, organizes, and directs the work of writers, editors, actors, narrators, musicians, set designers, audio and lighting technicians, camera operators, and other associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production.
Responsible for filming people, in their normal work area and occupation, to produce local training videos, Video News Releases, feature stories, public service announcements, and interactive Web content for video streaming purposes.
Develops appropriate on and off-screen narration to convey information to the desired audience.
Regardless of the utilization of both motion and still, media recordings, possesses the artistic ability to choose appropriate backgrounds and create physical arrangements to produce aesthetically pleasing renditions with proper use of lighting.
Able to create a mood that is both sympathetic and flattering to the subject while producing the desired result.
Assists clients with instructional design of media productions, e.g., educational objectives, target audience description, script design, formative evaluation, etc.
Responsible for maintaining the equipment and ensuring video teleconferences are properly set up.
Provides independent photographic support to OVAHCS Communications program by documenting award presentations, special ceremonies, events, and programs as requested.
Photographs employees, Veterans, community partners, and other activities as needed in support of OVAHCS communication activities and objectives.
Responsible for studio and on-site photography to support the overall mission of the OVAHCS.
Designs art and copy layout for material to be presented by visual communication media.
Confers with requesting individuals regarding background information, objectives, presentation approaches, styles, techniques, and related production factors.
Performs other duties assigned.
Work Schedule: Monday through Friday; 8:30 a.m.-4:30 p.m.

Qualifications
To qualify at the GS-9 grade level, you must meet at least one of the following qualification requirements:
GS-9 Specialized Experience: You must have one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position (Audiovisual Production Specialist). Specialized experience is audiovisual production experience that included any of the following: Developing production schedules; Using sources of audiovisual talent and special effects such as casting lists, music libraries, stock footage, and post-production services to acquire the elements needed for a completed audiovisual production; Directing the production activities of a television production crew and cast; Operating standard radio broadcasting and recording equipment; Composing and directing prerecorded programs that consist largely of voice narration; Using video production equipment systems such as character generators, switchers, video still-stores, and video clip-stores systems. GS-9 Education:Possess a master's or equivalent graduate degree OR two (2) full years of progressively higher-level graduate education leading to such a degree with the major study in photography, radio or television production, motion picture production, or another field related to this position (Audiovisual Production Specialist) that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. GS-9 Combination of Education and Experience: An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position. GS-11 Education: A Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher-level graduate education leading to such a degree. The major study must be in photography, radio or television production, motion picture production, or another field related to this position (Audiovisual Production Specialist). Physical Requirements: Incumbent will perform a variety of physical movements such as standing, lifting, stooping, crouching, kneeling, stretching, and bending for site preparation, set up, videotaping, and directing crew and actors. Incumbent may be required to lift from 10 to 50 pounds of equipment in performance of the job requirements. Assistance may be requested to alleviate injury. Incumbent will sit while using the computer; long periods of computer use may produce eyestrain. Standard relief with work breaks, change in positioning, and stress-release exercises are encouraged.
Work Environment: Work is performed in a wide variety of environments, however much of the work will occur in an office setting in Lake Nona. Travel may be required to support/coordinate initiatives and to represent the agency at meetings or events. Additionally, travel may be required for conference support, photographic or video capture off-site within the community and/or OVAHCS sites other than Lake Nona. Incumbent may be exposed to contagious diseases when documenting OVAHCS initiatives which may include patient conditions, surgical procedures, and specimens. Assignments include exposure to weather during outdoor events/program.
