The Director, Employee Education is administratively responsible and assumes responsibility for the overall quality of staff education programs throughout the organization and across all sites and will be accountable for substantial participation with the executive decision-making related to overall philosophy, programs, personnel, and other resources management related to all education activities.
Duties

Delegated full authority for decisions concerning purchase of education or training materials versus developing in-house programs to meet education needs and priorities. S/he serves as chairperson of the Education Steering Committee and provides effective leadership to ensure that facility educational goals are addressed and that there is an equitable distribution of available funds among all program areas.
Supervises subordinate staff that develops and maintains a system for tracking educational activities, attendance, and participant satisfaction to ensure cost-effective programs, the best use of resources, and meeting or exceeding VHA, VISN, AVAHCS education performance measures. This includes educational activities within the facility and VISN, between the facility and its affiliates, and between the facility and community.
Provides leadership and direction overall in the AV AHCS in aligning the spectrum of programs across the educational continuum (staff education and workforce development) and employee lifecycle learning.
Coordinates and provides oversight of the work of the AV AHCS Education Subcommittee and directs the committee in the use of the educational needs assessment results, facility supervisory identified educational needs, and senior leadership's input to establish the education goals of the AVAHCS while working closely with the VISN leadership.
Employs a variety of techniques to assess, analyze, and verify training needs and establishes long and short-range goals to meet identified needs and foster the concept of the VA and AV AHCS as a learning organization.
Work Schedule: Monday through Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, you must have: at least one (1) year of specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. To be creditable, this experience must be equivalent to at least the next lower grade level (GS-12) in Federal service. Examples of qualifying specialized experience include: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. At this level applicants must have the ability to collect, analyze and organize data for the purpose of identifying problems/issues of an organizations training program.
