About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6KRAA US ARMY FUTURES AND CONCEPTS CENTER. Recommend and make critical decisions in the development of Foreign Disclosure doctrine, material, training, force structure, production, policy, and programs.

Duties

Initiate, develop, coordinate implementation of, and monitor, manage and evaluate compliance with broad overall policies and procedures pertaining to the Foreign Disclosure Program. Make foreign disclosure decisions to release classified or sensitive information on behalf of the Commanding General. Further coordinate command position with DoD/DA staffs regarding visits to the command by representatives of foreign governments. Responsible for input to and recording of foreign disclosure actions into the national and DoD databases. Ensure that the command security program philosophy, techniques and regulatory requirements are used to resolve routine to complex security policy and procedural problems related to foreign disclosure programs

Requirements

  • Two year trial/probationary period may be required.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain Security Fundamentals Professional Certification (SFPC) within first two years of employment. See "Other Information" for more information pertaining to this requirement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. To qualify, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience implementing policies and procedures on the disclosure of classified and controlled unclassified information. Provide advice and assistance on foreign disclosure issues. Conduct security oversight inspections and staff-assistance visits as they pertain to foreign disclosure administration management. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
