These positions are located in Big Bend National Park, in the Visitor and Resource Protection Division. Open to the first 30 applicants or 08/20/2023 whichever comes first. Duties

The purpose of this position is to perform a full range of Law Enforcement duties as a federal officer and train other divisional staff in those duties. LAW ENFORCEMENT: Serves as law enforcement officer, with primary duties being investigation, apprehension, and/or detection of individuals suspected or convicted of offenses against the criminal laws of the United States. Maintains a Full-Authority NPS Law Enforcement Commission and as such is required to carry firearms and wear defensive equipment. Within the scope of legal jurisdiction, enforces all applicable federal and state laws and regulations. Presents testimony and evidence in U.S. Magistrate court, U.S. District Court. and before federal and state Grand Juries. Coordinates and conducts full scale investigations of crimes and offenses against the United States and prepares criminal prosecutions. Investigates crimes and accidents, interview witnesses, interrogates suspects, and prepares appropriate reports and legal documents. Collects, protects, and maintains evidence. Participates with Federal, state, and local attorneys in preparation for and conduct of prosecutions and appears as the arresting official or witness in court proceedings. Involved in direct interdiction of drug trafficking and UDA apprehension operations along the field area/Mexico border, the incumbent is relied upon, on a recurring basis, to participate in interagency operations and planning. EMERGENCY SERVICES PROGRAM LEADERSHIP: Provides instructor level in one of the five disciplines of emergency services (law enforcement, wildland fire, structural fire, emergency medicine, and search and rescue). Leads emergency services in one of the five disciplines as the technical expert in that field. Develops plans and operations in furtherance of the operational goals set forth by management and the organization's strategic plan. Responsible for leading and coaching fellow team members in the deployment and use of specialty equipment. EMERGENCY OPERATIONS RESPONSE: Ensures a high level of emergency preparedness and response capability in emergency medical services, search and rescue, structural fire, wildland fire operations, and all risk incident management, to include mass-casualty, ground and air transport accidents, and complex special events. Responsible for supporting a professional level emergency medical services program, in full compliance with NPS-51 and park policies. Ensures that equipment is properly maintained, and that emergency care is adequate, safe, and expedient, and meets all Federal, State and local standards. Coordinates initial response in the park and personally maintains pre-hospital care credentials at the Emergency Medical Technician- Basic level or higher. Coordinates emergency medical ambulance/helicopter transports to medical facilities inside or outside the park as appropriate. Responsible for providing an active and on-going search and rescue capability with the ability to properly manage complex searches and technical rescues within area of responsibility. May be required to direct or assist with SAR operations in other Districts or jurisdictions as part of mutual-aid agreements. Responsible for coordinating initial response and size-up on fires involving wildland, aircraft, vehicle and structures in area of responsibility. Responsible for providing Collateral Duty Structural Firefighting duties on occasional basis. Serves as a member of a fire crew assigned to suppress structural fires including dumpster, trash, vehicle, vessels, aircraft and buildings. Responsible for providing Collateral Duty Wildland Firefighting duties as needed. Serves as a member of a fire crew assigned to suppress wildland fire. Participates as a member of in-park incident management teams assembled to manage emergency incidents and special events. INTERAGENCY LIAISON: Works closely with co-operating agencies to include U.S. Border Patrol, Brewster County Sherriff's Office, Texas Department of Public Safety, Texas State Parks and Wildlife, U.S. Fish and Wildlife Service, U.S. Department of Agriculture, U.S. Immigration and Customs Enforcement and other Federal, State and Local agencies as required.

SELECTIVE FACTORS: Applicants must meet ALL of the following to qualify: Currently hold, or have previously held, a FLETC issued Land Management Police Training (LMPT), full Type I Law Enforcement Commission or equivalent within the past three years. -AND- This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived, and their corresponding retirement age may be higher than 57 after completing 20 years of service AND- Must possess a Basic, Advanced, or Paramedic level emergency medical technician certification issued by the National Registry of Emergency Medical Technicians. In addition to the selective factors above, applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Possess one year of specialized experience equivalent to at least the GS/GL-09 grade level. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience include, but are not limited to the following: 1) Performing senior law enforcement, fire management, search and rescue, and emergency medical services duties for the protection, conservation, use, and management of natural and/or cultural resources in park areas or similar operations, which involved the application of law enforcement and fire management authorities and procedures to protect visitors and resources; 2) Management or program specialist work involving the development and/or implementation of policy related to the law enforcement, fire management and visitor protection in park areas or similar operations; or other similar work. If you are claiming this experience, it must be documented in your resume. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the GS/GL-09 grade level in the federal service. -OR- EDUCATION: Successful completion of at least three full years of graduate level study leading to a Doctorate, Ph.D., or equivalent degree at an accredited college or university in directly-related fields such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management; law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, or sociology. You must include transcripts. -OR- COMBINATION OF EXPERIENCE/EDUCATION: Successful completion of a COMBINATION of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.

Education

CONDITIONS OF EMPLOYMENT:
  • Subject to pre-employment physical and required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency.
  • Selectee(s) must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.
  • Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment.
  • Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile.
