This position is located at the Clement J. Zablocki Medical Center, Milwaukee, WI and is organizationally aligned under the Medical Information Systems Division (MIS). The primary purpose of this position is to provide the planning, directing, and evaluation of all medical administration management functions associated with the Community Care Program, while applying the principles and philosophies of medical center management and enforcing compliance with established policies.

Duties

Duties Include: Provides leadership in strategic activities necessary to support quality patient care, access, cost effectiveness, staff and patient safety, and customer satisfaction. Provides administrative oversight in developing and managing national level data and reporting systems affecting all levels of the Community Care Program oversight for daily operations. Develops performance standards, evaluates work performance, gives advice, counsel and instruction to employees on both work and administrative matters. Hears and resolves complaints from employees, effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Interviews candidates for positions in the service, recommends appointments, promotions, awards, and reassignments. Identifies and provides training needs, finds ways to improve efficiency and production or increase the quality of work within the area of authority. Analyzes specific impact on medical administration and seeks solutions to existing and possible future problems, identifies long and short-range needs, formulates proposals for top management consideration, and plans and initiates improvement actions on a continuing basis. Implements Community Care policies as established by federal and state laws, VA policy both VHA and VBA, VISN Director, and or Medical Center Management. Channels broad knowledge to a variety of administrative and miscellaneous departments such as Human Resources, Budget, Supply, Housekeeping, and evidencing insight into and knowledge of hospital and medical procedures to coordinate the administrative with the medical activities. Collects and analyzes a multitude of data which affect the budgetary and operational functions of the program. Receives and analyzes all complex, complaint, and congressional correspondence and prepares replies in final form for the signature of the Medical Center Director Conducts workload surveys and recommends changes in the work distribution, consult processing policies. Responsible for proper accounting and expenditure of over $50,000,000 per fiscal year for programs in Community Care. Note: Selectee may need to serve a 1 year Supervisory Probation Period Work Schedule: Monday - Friday 7:30am - 4:00pm Compressed/Flexible: Not Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/16/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: SPECIALIZED EXPERIENCE: Must have one full year of specialized experience equivalent to at least the next lower grade level (GS-12) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: Planning, directing, and coordinating the complexities of all medical administration management functions related to administrative operations. Providing program supervision and oversight such as: directing subordinates, setting priorities, approving schedules: assigning work to subordinates based on priorities, evaluating work performance of subordinates; giving advice, guidance, and direction to employees on both work and administrative matters; interviewing candidates of positions in the unit; and recommending appointment, promotion, or reassignment to such positions. Applying statistical, auditing analytical and evaluative methods and techniques to issues and for related reports. Presenting staffing recommendations and negotiating solutions to disputed recommendations. Independently organizing, scheduling, and completing assignments within the framework of the organization's policies, directives, and acceptable practices. Working with Microsoft Office programs, i.e., Outlook, Word, Excel, Access, and Power Point, to develop documents, charts, and computer presentations. You will be rated on the following Competencies for this position: Decision MakingLeadershipPlanning and EvaluatingWriting Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Physical exertion is limited to walking, climbing, stooping, bending, reaching, and occasionally driving. Sitting and manual dexterity are required to keyboard for extended periods of time in the execution of administrative duties.
