This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
This position is located in the Mental Health Service at the George E. Wahlen VA Salt Lake City Health Care System, Salt Lake City, Utah. The duties and responsibilities involve broad program management and supervision of the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP) under the Addiction Treatment Services in Mental Health Service.
Education and length of practice are considered through a formal pay-setting process to determine the final compensable salary (Base Pay + Market Pay)

Duties may include, but are not limited to:
Essential Program Management and Supervisory Responsibilities (80% of time)
*As the SARRTP Supervisor, the incumbent has full and direct program management and administrative supervisory responsibilities for the SARRTP Teams within the SLCHCS Mental Health Service (MHS). The Teams have direct and care coordination responsibility for more than 190 patients receiving services through the MHS.
*Responsibilities include first line authority/ supervision of assigned staff, clinical consultation and guidance, day-to-day program management, and administrative functions that are complex in scope and that constitute a significant programmatic element of the MHS. The interdisciplinary SARRTP Teams supervised includes Psychiatrists, Advanced Practice RN's, Psychologists, Licensed Clinical Social Workers, RN Case Managers, and Peer Support Specialists.
*Works closely with supervisors of the Services for Outpatient Addiction Recovery (SOAR) and specialty MHS programs (e.g., PTSD Clinic, Homeless Program, Inpatient Psychiatry Units, Suicide Prevention Program), to ensure that overall treatment of patients assigned to the Team is delivered in the most thorough, efficient, and effective manner.
*Responsible for development of staff competencies and performance as well as promotion of working relationships and an effective treatment team environment.
*Interacts with Human Resources and facility leadership in all aspects of Team staff hiring, performance evaluation, and disciplinary action.
*Implements process improvements to maximize efficiency and cost-effectiveness.
*Treatment programming, staff development, and environment of care are managed at a level that meets or exceeds required accreditation standards, as well as local facility and VA Central Office expectations for service delivery.
*Along with the Chief and Associate Chiefs of MHS, and the other team supervisors, the incumbent is a member of the MHS Supervisory Council. As such, the incumbent directly participates in the overall management of MHS, including decisions with regard to clinical services provided, program development, resource allocation, staffing and staff workload issues.
*Required to take call at least three times per year or more as needed for program/agency needs for patient care.
Clinical Responsibilities (up to 20% of time):
*Provides outpatient evaluations, attending notes, and curbside consultations and has knowledge of psychopharmacology and various psychotherapy techniques including cognitive behavioral therapy, insight-oriented methods, family therapy, relaxation training, and mindfulness cognitive therapy. Incumbent will treat veterans with substance use disorders, anxiety, mood, and psychotic disorders, traumatic brain injuries, PTSD, and concurrent chronic medical conditions.
Work Schedule: Monday - Friday, 8:00am - 4:30pm (MST). Some nights/weekends may be required based on agency needs.

Qualifications
To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed.
Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR
[(2) Those approved by the American Osteopathic Association (AOA),OR
(3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences.
Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs.
Proficiency in spoken and written English.
Must Possess a Valid State Drivers License
Preferred Experience: 1+ year leadership/supervisory experience
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office.
Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the social worker or others.
This position requires a valid state driver's license and local travel to provide community-based care to Veterans. The position may require occasional travel in the community, through use of a government vehicle or other individual arrangements, to meet with representatives/stakeholders who provide assistance and support to Veterans in clinics, medical centers, Community Clinics, etc.
This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers.
Education
Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are:
- Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or
- Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted.
- For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.]
NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
