This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory management of all expendable supplies and durable medical equipment (DME) in the assigned area(s).

The GS-07 position is established to perform developmental assignments similar to duties contained in the full performance position, Inventory Management Specialist [Inventory Manager (EX)], GS-2010-09. It is established with known promotion potential to the targeted full performance level of GS-09.
Manages and controls an assigned class of expendable material for a VA HCS and supported catchment area.
Recognized as an authority on expendable (EX) commodity management and serves as a subject matter expert to all services and service lines.
Inventories managed include a wide variety of expendable items and durable medical equipment (DME) which may or may not be available through the Medical/Surgical Prime Vendor (MSPV) program or other negotiated or Federal Supply Schedule (FSS) contracts. Analyzes data to include demand history, program requirements, VA HCS operations, procurement lead-time, current stock levels and other factors which impact procurement decisions.
Proactively engages customers to make recommendations for product changes, substitutions, and additions to product lines with a focus on increasing supply economy and efficiency.
Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over EX supplies.
Forecasts short and long range inventory needs considering changes in medical and surgical technologies, clinical scheduling changes and program requirements.
Participates in VISN and facility strategic planning to support major and minor projects and initiatives, ensuring that supply and DME needs are met while considering cost, policies/procedures, sources of supply and other variables.
Develops acquisition strategies to acquire and purchase DME, displaying familiarity with contracting laws and regulations with industry practices. Supports customers and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources.
Exercises Ordering Officer Authority in determining best value and contract sourcing.
Conducts data analysis for acquisition planning associated with DME.
Researches alternative sources for procurement.
Independently determines the best purchasing and payment method to utilize; i.e. purchase card order, contract document, etc. Decisions regarding procurement methods are made in accordance with the Federal Acquisition Regulation (FAR) and the VA Acquisition Regulations (VAAR) for competition and formal advertisement.
Analyzes, coordinates and controls management of stock items to support preparation of long-range forecasts necessary to support new requirements.
Utilizes automated inventory management system, such as General Inventory Package (GIP) or other equivalent system, to maintain current inventory data.
Analyzes inventory management reports including due-in reports, pending backorder reports, outdated inventory reports, inventory balance reports and 90-day inactive reports.
Expedites delivery of urgent requirements through correspondence and telephone calls to vendors, manufacturers or other organizations.
Administers the EX inventory management program by planning and reviewing of all inventory processes, functions, and related systems; conducting effectiveness/efficiency reviews; compiling and analyzing performance measures and implementing process improvements based upon supply chain benchmarks and standardization initiatives from VHACO and the Network Office.
Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines.
Acts as a focal point for new EX supply procedures. Makes decisions and commitments for the medical center on medical/surgical supplies that materially affect the VA HCS' ability to provide medical care to Veterans.
Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns.
Utilizes performance measures to conduct forecasting and quantitative analysis.
Develops Standard Operating Procedures (SOPs).
Supports other elements of the organization and performs other duties as assigned. Returns, Recalls and Reutilization
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
GS-07 Experience:
You must have one year of experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to maintain inventory control records in an automated system for items in inventory. prepare entries for records systems; and provide supply information, reports and services to inventory customers. Knowledge of lean/six sigma principles and other performance improvement techniques. Thorough knowledge of a complex variety of VA Regulations, Directives, Handbooks, bulletins, policies and other Federal regulations, publications and guidelines to conduct research and accurately maintain perpetual inventory accounts for expendable items. Broad knowledge of technical characteristics and uses of medical and non-medical devices. Broad knowledge of computerized inventory systems and ability to download and upload data to the appropriate databases. Extensive knowledge of ADP applications such as GIP, Integrated Funds Distribution, Control Point Activity (IFCAP) and various Federal Agency websites. Comprehensive knowledge of the GIP or similar expendable inventory management system and the ability to use various computer database applications and office software programs for various communications, functions and reports. Practical knowledge of procurement law in order to determine required sources of supply, understand MSPV ordering officer and purchase card program and simplified acquisition procedures. Ability to use bar code scanning equipment and appropriate tagging equipment for inventory control purposes. . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of 6 months experience equivalent to GS-05 level and education beyond graduate level (in excess of the first year or 18 semester hours.)
GS-09 Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of established planning and inventory management systems in weighing the impact of variables such as cost, existing policies and procedures, data processing requirements, and other issues that influence the course of action taken; ability to maintain inventory control records in an automated system for items in inventory. Ability to search for and analyze information; trace sequences of inventory management transactions to resolve questions; prepare entries for records systems; provide supply information, reports and services; and recommend actions to eliminate problems involved in delivering services to inventory customers or in implementing policies. Comprehensive understanding of supply principles, planning, inventory and accounting methods are required to properly manage the inventory management program and determine the means and methods to resolve issues and improve operations. Accurately maintain perpetual inventory accounts for expendable items in a fully computerized and integrated data base system; and to formulate improved inventory management procedures and practices. Ability to utilize effective communication techniques and methods (oral and written) to advise and inform stakeholders concerning the management, control, and accountability of expendable items in use within the Medical Center. Thorough knowledge of fiscal policies and their impact on the inventory management program. Ability to use bar code scanning equipment and appropriate tagging equipment for inventory control purposes. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area. Must maintain applicable training and licensing to operate assigned equipment.
