This position is located at the VA Northern California Health Care System in French Camp, CA. The Emergency Management Specialist provides the health care system in sustaining national and regional support to the Comprehensive Emergency Management Program.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include, but are not limited to the following: Contributes in the planning and organization of activities ensuring that training and operations requirements are fully integrated and coordinated and in compliance with all legal and regulatory requirements. Prepares draft annual report and budgets for all programs, to ensure annual programmatic objectives are in concert with and support VAMC and VHA strategic plans and goals for approval by the Emergency Management Manager. Reviews, analyzes and coordinates the implementation and evaluation of exercises to test and critique VHA comprehensive emergency management plans and programs. Works with EM and community partners to perform hazard vulnerability analysis (HVA) requiring assessment of risks that have the potential to interrupt the continuity of critical operations. Assists in the tracking of contingency supplies and equipment, maintenance of databases and resource requirements to meet objectives and provide support as needed. Manages and coordinates the procurement, mobilization, utilization and demobilization of resources and assets. Performs other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Specialized experience includes experience in emergency management where you applied your knowledge of the laws, guidelines and policies governing various emergency management programs and operations to assist in developing, executing, and analyzing a comprehensive emergency management program; applying data analytical and evaluation methods to determine program compliance with emergency preparedness and management rules and regulations; and applying a working knowledge of a variety of emergency, contingency and operations plans, policies, and directives to provide advice and assistance. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a related field of study or LL.M that demonstrates your ability to perform the duties of this position. Education cannot be credited without documentation. -OR- COMBINATION: Have equivalent combinations of successfully completed graduate-level education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distance, climbing, working long hours, long periods of standing, and bending and stooping. May include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, "hot-bunking", gymnasiums, or similar), limited shower and laundry facilities, and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MRE's), and field kitchens). Incumbent must have and maintain a valid motor vehicle operator's license. During emergency situations the incumbent may be required to remain available 24 hours per day, seven days per week for multiple weeks. Incumbent is subject to work under emergency notification and contact procedures. EMS will be provided and must carry a government provided mobile communication device.
