There is a vacancy for an attorney to serve as an Assistant Counsel within the Office of Counsel, Naval Surface Warfare Center, Corona Division (NSWC Corona). This position is located at NSWC, Corona in Norco, California. Norco is centrally located between Los Angeles and Riverside, receives locality pay for greater Los Angeles, and affords easy access to benefits of life in a large metropolitan area and Southern California.
Duties
You will concentrate primarily on federal acquisition and fiscal law, but may also be called upon to provide legal services in the other areas of practice particularly civilian personnel law, ethics and standards of conduct.
You will render legal advice and counsel to NSWC, Corona Division Commanding Officer, the Division Technical Director, and their staff.
You will be responsible for providing advice, orally and in writing, that is informative, properly rendered, effectively conveyed and responsive to client needs.
You will furnish legal advice and opinions regarding activity matters by consultation and legal memoranda, and by interpreting administrative and court rulings.
You will maintain an effective working relationship with supervisors to ensure that significant matters are communicated and that advice to clients contains the latest information and legal policy guidance.

Qualifications
This vacancy is anticipated to be filled at the NT-04 (Comparable to GS-11/12) or the NT-05 (Comparable to the GS-13/14) pay band within the Naval Sea Systems Command (NAVSEA) Warfare Center Personnel Demonstration Project, and the position will have promotion potential to the NT-06 (comparable to GS-15) level.
The successful applicant will be expected to concentrate primarily on federal acquisition and fiscal law but may also be called upon to provide legal services in the other areas of practice listed above, particularly civilian personnel law, ethics and standards of conduct.
To be eligible for selection at the NT-IV level (GS-11 equivalent), the applicant must have at least one year of professional legal experience, or be a recent law school graduate with superior law student work or activities as demonstrated by: graduating in the top third of their law school class; work or achievement of significance on an official law review or journal; or a special high-level honor, e.g., winning a moot court competition, membership on the law school's official moot court team, or membership in the Order of the Coif.
To be eligible for selection at the NT-IV level (GS-12 equivalent), the applicant must have two years of relevant professional legal experience at the GS-11 level (or equivalent) or be a current GS-12 level (or equivalent) attorney within the Federal government. Note that for GS-11 and GS-12 positions only, a second professional law degree (LL.M.) that required at least one full academic year of graduate study may be substituted for one year of professional legal experience.
To be eligible for selection at the NT-V level (GS-13 equivalent), the applicant must have in excess of two years of successful relevant legal experience.
To be eligible for selection at the NT-V level (GS-14 equivalent), the applicant must have a minimum of three and one-half years of experience practicing law in the relevant practice areas.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
The successful applicant must be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. Territory, or the District of Columbia; and be admitted to practice before a state or federal court.
