THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for an IT Specialist (PLCYPLN), Position Description Number D2176P01 in the 116th Air Control Network Flight located at Robins Air Force Base, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Air National Guard Membership. Area of Consideration: Current members of the Georgia Air National Guard.

Duties

As an IT Specialist (PLCYPLN), GS-2210-11, you will: Analyze requirements and establish plans of action for improving IT applications. Analyze existing and planned IT applications, both hardware and software, to determine current and future potential for enhancements. Based upon the organization's goals and objectives, an assessment of available resources, and extrapolation of cost benefit analysis data, recommend adjustments to IT priorities to meet changing business needs, program plans, goals and objectives. Develop project plans to meet those needs by identifying problem areas and considering a variety of possible solutions and alternatives. Analyze existing systems to determine if enhancements are appropriate or if an entirely new system would be more cost effective. Analyze plans and specifications, prepare justifications for new or enhanced information technology. Coordinate results of analysis with impacted organizations to ensure compatibility with existing architecture and recommend proposals to reduce conflicts. Develop milestones and perform as point of contact throughout the various phases of projects until successfully concluded. Perform as plans and policy advisor to functional users of information technology. Develop and interpret policy for administering IT systems. Assess policy needs and reviews, revise, and develop policies to govern IT activities and presents recommendations to higher-level management. Where necessary, modify established plans and policies in response to changes in legislation or other directives. Through feasibility studies, assess impact of changes on current programs and recommend changes to existing plans to ensure compliance. This includes long range planning, and involves defining current and future business requirements. Analyze IT system development as it relates to the organization and ensure policy and guidance are available for its use, that necessary controls are in place, and systems operate as intended and provide all necessary capabilities. Develop migration plans for implementation of new technology. Assess and identify training needs that address activities where gaps in competency exist in either current or new technology. Develop training programs, or locate and recommend sources of training that ensure users can apply the best techniques in using IT. Provide technical assistance to system users and contractors. This includes keeping abreast of the latest developments in technology and conducting feasibility studies to evaluate systems performance as it relates to the organization. Plan and develop methods, procedures, policies, and techniques concerning telecommunication systems. Perform work involved in developing, refining, and complying with telecommunications systems planning and policy direction including short- and/or long-range planning. Develop planning documentation, review requests for communication services, prepare budgetary justifications, coordinate the allocation of resources, designs networks/systems, prepare/review equipment and facility specifications, monitor/resolve technical communications problems, and/or conduct operational acceptance tests. May serve in a liaison capacity between contractors and wing officials to resolve a wide variety of conventional problems involving high value telecommunication systems. Develop implementing instructions. Implement IT and communications programs and special projects. Implement various IT and communications programs. Update documentation and maintain listings of all authorized equipment for assigned programs. Perform annual inventories. Perform special staff and/or feasibility studies and economic analysis. May serve on committees or planning groups concerned with future systems, plans, and policy. Assist with contracting functions and budget preparation. Upon completion of feasibility studies and other projects designed to identify functional needs and changing business requirements for advancements in technology, prepare budgetary data for inclusion in financial plans in support of programs and projects. Based upon findings, recommend funding priority adjustments to meet new business needs. Conduct periodic analysis of projects and their funding for consistency with overall IT and communications architecture and infrastructure and how they contribute to meeting business requirements. Make definitive budget recommendations to higher-level management to enable the organization to improve its IT and communications status. Assist management and senior specialists in developing statements of work (SOW)/performance work specifications (PWS) for contracts involving IT and communications systems or service. Review completed solicitation packages and serve as advisor to the Contracting Office on technical aspects of contracts. Attend meetings and present briefings. Participate in discussions, meetings, conferences, committees or special projects. Perform other duties as assigned.

Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU); travel may involve one more overnight stays.
  • Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Specialized Experience: Candidate must possess at least 36 months specialized experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; and experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Specialized Experience for Supervisory Positions: Candidate must possess experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Education

Substitution of Education for Specialized Experience: For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements. At the GS-7 level, one full year of graduate level education or superior academic achievement. At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted. At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
