This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Make basic repairs of electrical wiring, controls, equipment, and fixtures in project intake structures, outlet works, and dams, gauging stations, office and maintenance buildings, recreational facilities, and other associated electrical systems.
Uses hand tools and test equipment such as screwdrivers, pliers, wire cutters, soldering irons, test lamps, and ammeters.
Performs basic carpentry work associated with maintaining operations buildings and public access areas.
Uses basic techniques and procedures in placing concrete and laying block accurately in construction or repair of partitions, walls, and walkways.
Assists in installing, modifying, and repairing existing and new utility, supply, and disposal systems and equipment such as sewage, water and oil distribution systems, water closets, tubs, and showers.
Locates leaks, determines cause and repair damages to facility.
Repairs or replaces broken downspouts and gutters on dwelling, garage, shop building, and gate house.
Brush, rolls, and spray paint wood, concrete, and metal surfaces.
Operates equipment such as but not limited to: pick-up truck, dump truck, skid steer and all-terrain vehicle (ATV)
Transports personnel, material, equipment, etc. on a variety of roads including interstate highways, narrow country roads and on steep winding grades.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position is covered by the Civilian Drug Testing Program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment, for certain civilian positions identified as critical under the Drug Abuse Testing Program.
- Must be able to obtain and maintain all Corps of Engineers licenses associated with this position. Where medical surveillance is required, incumbent must be able to pass all required physicals.
- Pre-employment physical required.
- Must obtain and maintain a current Corps of Engineers motorboat operator's license including all requirements of the District Licensing Policy.
- Must be able to obtain and maintain a valid Commercial Driver's License (CDL) to perform duties of position issued by the state of residence. Where medical surveillance is required, incumbent must be able to pass all required physicals.
- Must possess and maintain a valid State motor vehicle operator's license prior to appointment.
- Heavy physical lifting is required of this position. Incumbent must be able to lift objects weighing up to and including 50 pounds and up to 100 pounds with assistance. Incumbent must be able to perform all physical requirements of this position.
- Required to wear the appropriate uniform for this position. The maintenance uniform shall be worn in accordance with EP 1130-2-520 Chapter 7.
- May be required to perform wildfire suppression duties.

There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) MAINTENANCE WORKER without more than normal supervision. Failure to meet this Screen out Element will result in an ineligible rating. At a minimum, your level of experience must show that you have:
WG-05: Works under detailed guidance and instructions and in a development capacity performing assignments and completing training, both of which are aimed in preparing you to gain the knowledge and skills necessary to perform the duties; receives progressively more responsible assignments as experience and training are received to the higher/target level position of WG-4749-08; May be non-competitively promoted pending demonstration of abilities to perform the next higher/target level grade duties.
WG-08: Performs a variety of operation and maintenance duties at a comprehensive water resource project consisting of flood control dam and appurtenant structures, public-use recreational facilities, forest land, and roads; performs tasks utilizing methods, tools and techniques of trades and crafts (such as carpentry, painting, masonry and plumbing), including heavy equipment overhaul and repair, welding and/or electrical repair and installation.
You will be evaluated on the basis of your level of competency in the following areas:
Physical Effort: You must be able to perform all physical requirements of this position as identified in the position description. Duties include but are not limited to climbing ladders and steep stairways, and working on steep and uneven ground. You must be capable of lifting at least 50 pounds unassisted or up to 100 lbs. with the assistance of one other person. Tasks requiring the ability to lift 50 pounds while working alone include but are not limited to lifting and carrying a five gallon can of kerosene, lifting and carrying a 50 pound bag of wildlife seed, lifting and carrying a 5 gallon can of paint, cleaning liquid or hydraulic oil. Tasks requiring the ability to lift up to 100 lbs. with the assistance of one other person include but are not limited to moving furniture and lifting 80 lb. bags of cement.
Working Conditions: You work in a variety of conditions. Work is completed on but not limited to scaffolding, high ladders or rooftops subject to dangers such as but not limited to falling, exposed to possibility of burns, cuts and bruises, broken bones or infections. You may work in inclement weather to perform duties including but not limited to surveillance of project, various inspections, boundary marking, special events, and emergency situations (respond to public accidents, drowning, etc.). You must be capable or working in conditions of dust, welding fumes, paint vapors and sandblast particles utilizing appropriate personal protective equipment for those conditions which may be heavy and uncomfortable.
