NASA Langley Research Center is looking for a Program Scientist for the DEVELOP National Program in Hampton, VA. You will oversee the scientific integrity of DEVELOP projects, advise and mentor the program's participants, train on remote sensing resources and methodologies, and ensure the scientific merit of project proposals and deliverables. This position will work within DEVELOP's National Program Office and work with science advisors, NASA managers, researchers, and partner organizations.
Duties
Provide scientific and technical guidance to DEVELOP's network of offices and portfolio of projects in Earth science analysis and product development.
Directly advise projects at Langley and across the DEVELOP network as needed (in the range of 6-10 projects a year) and mentor participants and Fellows. Support the recruiting of project advisors and subject matter experts.
Train participants in the application of Earth science information, analysis of Earth observation data, coding and software development, and remote sensing fundamentals.
Support professional development of program participants to employ innovation, take initiative, and deliver practical ideas that can be transferred to end-users.
Support programmatic development of pioneering studies of outstanding scope and appropriate complexity involving the application of NASA Earth science data and research results to national and international decision support systems and processes.
Review and provide insights into 50+ project proposals per year. Ensure proposals outline methodologies and appropriate use of remote sensing and Earth observations, and foster innovation focused on end-user requirements.
Ensure scientific integrity of 20+ projects through review and editing of deliverables, articles, and manuscripts for presentation, publication, and public release. Lead/coordinate programmatic publication efforts.
Sustain relationships with programmatic and project partner organizations, promote engagement of innovative and new partnerships, and support initial conversations of potential project partners.
Support science communication efforts and present project results at various conferences. Participate in forums/events including chairing and/or participating in panels at major scientific conferences, public policy forums, and events.
Coordinate and collaborate with Applied Sciences Program staff to align DEVELOP work with program-funded activities, promote and support coordination with the DEVELOP network, and engage with Capacity Building Program elements and initiatives.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level
teaching or mentoring (e.g. lecturing, training, teaching assistantships, and structure or unstructured mentoring experience) colleagues in a technical discipline;
using geographic information systems (GIS) tools and geospatial data manipulation platforms for analyses combined with statistics and computation for applied research; and
planning or coordinating applied research studies using Earth science geospatial data in raster and vector form.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
