This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Headquarters, Research Operations and Management in Beltsville, MD.
In this position, you will be responsible for providing execution, data and program analysis for the Deputy Assistant Administrator and the Technology Transfer Coordinators, as well as to coordinate the workflow, identify problem areas, and implement improved processes.
Duties
Implement a high level of legal understanding, business management and business integrity to transfer developed technology to industry, partners, and stakeholders.
Manage the input of Cooperative Research and Development Agreements (CRADA) information into database systems and ensure accuracy of entered data.
Communicate with a range of individuals or groups both inside and outside the organization to justify, persuade, negotiate, or resolve policy or program issues.
Implement standard operating procedures for workflow management to ensure timely responses to all customers and stakeholders.
Serve as a point of contact and source of information on technology transfer matters in interaction with high-level and middle management representatives from industry, ranging from major corporations to small entrepreneurial businesses.
Advise on intellectual property rights, provisions, trust agreements, and non-funded cooperative Agreements.
Requirements

Qualifications

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience developing business project plans related to intellectual property or technology transfer; advising partners, stakeholders or other personnel on intellectual property, technology transfer or agreement matters; and analyzing new or proposed purchase agreements to determine impact on business processes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
