You will serve as a CONTRACT SPECIALIST in the PUBLIC WORKS DIVISION of MARINE CORPS BASE CAMP PENDLETON.
This announcement uses the Modified DHA for Certain Personnel of DoD direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties
You will review work orders (scope of work) and project scopes for repair and minor construction, analyzes the requirements and determines which contract is to be used for accomplishment.
You will provide contract specialist duties for a variety of firm fixed price indefinite quantity type Facilities Support Construction Contracts.
You will review procurement requests to assure clarity, adequacy and completeness.
You will establish contract terms and technical specifications to identify any special requirements.
You will perform contract administration responsibilities, including performance, termination, inspection, quality control and recommend payment, maintain correspondence, reports, vouchers and verify work schedules.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- Males born after 12-31-59 must be registered for Selective Service.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field CONTRACTING Level II. If you are not certified you must achieve certification within 24 months of appointment.

Qualifications
GS-11:
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-09) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing various types of contracts and contracting methods used to procure the repair, alteration or construction of facilities for the organization.
GS-09:
In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with various types of contracts and contracting methods used to procure the repair, alteration or construction of facilities for the organization.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree is required from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.
In lieu of specialized experience, applicants may substitute the following education:
GS-11:
3 full academic years of progressively higher level graduate education
or
Ph.D. or equivalent doctoral degree
GS-09:
2 full academic years of progressively higher level graduate education
or
masters degree
or
equivalent graduate degree or LL.B. or J.D.
