The primary purpose of this position is: To serve as an installation Equal Employment Specialist with the responsibility of supporting the execution of an integrated military equal opportunity (MEO) and civilian equal employment opportunity (EEO) program under one equal opportunity (EO) program office.

Duties

Serves as an EO subject matter expert, advisor, and practitioner to the installation EO program on matters related to military equal opportunity (MEO) and civilian equal employment opportunity (EEO). Promotes an environment in which personnel are empowered to participate in and contribute to effective mission accomplishment. Conducts training, human relations education, and outreach on EO and command climate related matters and helps ensure that the Total Force is equipped with knowledge about and have access to available EO resources. Builds and maintains collaborative working relationships, advises, and liaises with key stakeholders and represents the EO office at official functions (e.g., meetings, conferences, community events, etc.) on EO related matters.

  • Incumbent is required to maintain confidentiality of civilian EEO complaint information, case files, interviews, etc., that pertain to the EO office

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Upon hiring into the position, incumbent must successfully obtain certification in mediation through completion of mediation training, and maintain certification through annual refresher training
  • This position may be delegated the authority to accept and dismiss complaints
  • In accordance with the USAF Guide for Determination and Revalidation of Mission Critical Occupations, this position is designated as a Mission Critical Occupation (MCO) which are occupations/occupational groups that set direction, execute (cont'd)

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Equal Employment Opportunity Series 0260. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and thorough knowledge of EO (MEO and EEO) requirements based on laws, regulations, executive orders, DoD, DAF, and MAJCOM policies, and other EO related issues sufficient to execute the installation EO program. Comprehensive and thorough knowledge of the civilian (EEO) and military (MEO) complaint processes, principles, regulations, methods, and practices to provide guidance to management/leadership and employees/Service member on legal and procedural program requirements. Thorough and detailed knowledge of the methods and techniques involved in fact-finding, analysis, and resolution of complex problems. Knowledge of Negotiation and Dispute Resolution (NDR) program and concepts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of EO (MEO and EEO) concepts; principles; practices; and requirements based on laws, regulations, executive orders, and DoD, DAF, and MAJCOM policies, processes, and procedures. 2. Knowledge of EEOC, DoD, and DAF organizational structure and functions, including the nature of their missions, goals, objectives, and priorities; and the composition of the relevant Total Force workforce eligible for EO services. 3. Knowledge of human relations behaviors, organizational and command climate, and other related EO issues that may positively or adversely affect morale and mission readiness of installation personnel and strategies to address or communicate to leadership to resolve identified issues. 4. Skill in advising and counseling on the EO (MEO and EEO) program, program compliance, and requiring the interpretation and explanation of laws, regulations, policies, procedures, and practices. 5. Ability to effectively and timely process complaints and NDR using effective fact finding, analytical, and evaluation methods to accurately assess information, make sound decisions, and communicate outcomes while remaining impartial and professional at all times. 6. Ability to effectively, efficiently, timely, non-judgmentally, establish working relationships with and appropriately communicate orally and in writing sensitive, difficult, controversial, and complex EO matters with commander(s), managers, employees, stakeholders, and installation population, as appropriate. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
