Duties

This position provides technical engineering support for projects in range, recreation, wildlife, and facility/infrastructure. If selected at the GS-06 or 07 level, the incumbent will perform the duties of the position, with a reduced level of responsibility and/or difficulty, while receiving on-the-job trainee assignments or other appropriate training. At the full performance GS-09 level, incumbent is responsible for performing a variety of duties including, but not limited to, the following: Coordinating and working with resource specialists in identifying, developing, and determining engineering feasibility of projects in support of projects in range, recreation, wildlife, and facility/infrastructure. Develops, prepares, and/or reviews plans, specifications, and cost estimates for construction and/or proposed/ongoing projects. Coordinating and assisting on projects such as construction and maintenance of facilities like pipelines, wells, reservoirs, spring developments, fences, recreation sites, BLM buildings, and roads. Reviews designs for compliance with current industry practices and ensures designs fit field conditions; suggests modifications when issues are identified. Uses a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts. Checks schedule related to contract specifications and prepares documentation related to construction scheduling for contract administration. Serving as the Contracting Officer's Representative (COR) or Project Inspector (PI) on assigned projects conducting pre-work and follow up conference with contractors. Monitors contractor's work to ensure compliance with specifications, drawings, terms, and provisions of the contracts. Analyzes contactor submittals and records the content of meetings or negotiations. Issuing Notice to Proceed and Suspend/Resume Work orders to the contractor as needed.

Qualifications

You must meet all qualification requirements by the closing date of the announcement. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements. For GS-06: One (1) full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples include: assisting with the documentation of the type, scope, and intensity of field investigations and surveys needed; conducting site evaluations to assess the need for engineering measures; preparing drawings using CADD and manual methods for review; inspecting work under construction. -OR- One (1) full year of progressively higher-level graduate education leading to a master's in engineering, construction, or industrial technology. -OR- A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. For GS-07: One (1) full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Examples include: technical work in drafting, surveying, construction, estimating, contract management and trade positions; assessing construction sites to evaluate the need for engineering measures; preparing drawings using CADD and manual methods; designing engineering practices and structures for review and approval. -OR- One (1) full year of graduate education leading to a master's in engineering, construction, or industrial technology. -OR- A combination of education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands and Work Environment: This position varies from principally sedentary in an office setting as well as field work. Field work requires physical exertion such as driving and walking, climbing, recurring bending, crouching climbing, or similar activities over rough terrain and slippery surfaces, lifting and carrying moderately heavy items, weighing 50 pounds or less, such as testing or measuring equipment. Work in the field will require exposure to extremes in weather. The work requires special safety precautions and may require personal protective gear.
