Position is in the Rehab and Extended Care Integrated Clinical Community at the Chillicothe, OH VA Medical Center, and is under the direct supervision of the REC ICC Business Operations Manager. As an Rehab & Extended Care Management Analyst, the incumbent is responsible for a broad range of data management, budget/financial management and clerical duties associated with seven direct patient care clinics/sections of Rehab, as well as five direct patient care sections of Extended Care.

Duties

Duties of this position include, but are not limited to: Administrative Management (40%) Independently communicates with supervisor to obtain necessary concurrences and based on his/her review of the clinic data, makes recommendations to the supervisor for appropriate action on the request. Independently prepares miscellaneous LEAF system request forms for appropriate routing and supervisory approval. Researches and analyzes straightforward problems, issues, or program requirements. Researches and analyzes unstable or uncommon administrative issues. Determines pertinent issues and collects relevant information from a variety of sources as it pertains to staff. Develops and maintains supplemental reports, studies, investigations, audits, or additional data to ensure that appropriate facts are presented to management for future evaluation and necessary management action. Analyst and Application Coordinator (25%) Utilizes a variety of software applications on a regular and reoccurring basis to analyze qualitative and quantitative data for the services. Incumbent independently applies analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of Extended Care program operations. Incumbent analyzes individual programs and functions at the care line level to determine whether the systems in current use efficiently accomplish the objectives sought. The incumbent is directly responsible for collecting and analyzing data for reports and ensuring quality, accuracy, and timely submission of reports such as the Automated Management Information System and Community Nursing Home, Home Based Primary Care, Veterans Equitable Resources Allocation, and program cost reports. REC ICC Administrative Coverage (25%): Performs a variety of administrative and clerical tasks associated with maintaining and supporting the work performed within the REC ICC. A variety of clerical tasks including but not limited to the creation of agendas, gathering and assembling materials and other information for use at meetings and conferences, completion of memos, reports, meeting minutes, maintaining the office calendar, scheduling and exercising administrative control over the staff appointments, PowerPoint presentations, filing, data collection and collating, providing responses for Central Office (CO) report and spreadsheet creation and maintenance. Constructs congressional or VISN responses from management into proper format. Completes travel packets per facility requirements. Incumbent is responsible for proofreading office correspondence to ensure completeness, accuracy, tone, clarity, grammar, spelling, and compliance with established policy. Incumbent screens calls and visitors to the care line and use proper telephone etiquette and is always professional and courteous. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Uses varied functions of multiple office automation software to produce a wide range of documents, formats, etc. Transmits and receives documents and messages electronically using personal computers or workstations that are networked or linked to other computers or workstations. -Performs other clerical and administrative work in support of the office/organization. -Uses a variety of automated systems (e.g., records management, electronic forms, electronic libraries, time, and attendance, etc.) and manual systems to perform various clerical duties. -Arranges for conferences and training activities. Receives telephone calls and greets visitors. -Ascertains the nature of the calls or visits. Based upon knowledge, refers telephone calls and visitors/patient to appropriate staff or office. -Skill in communication and interpersonal relations, including the ability to relate internal and external customers appropriately and courteously. -Utilizing computers and applicable databases/software for statistical purposes and managing information for budgetary purposes related to REC ICC items. -Excellent customer service skills and ability to multitask in a busy environment. -Knowledge of clinic scheduling, availability review, and coverage. -Liaison between services within VA and NON-VA facilities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Working knowledge of policies, programs, and services related to administrative clinical office management. Excellent written and verbal communication skills. -Ability to develop reviews of various services, plans, policies, clinical access, accurate clinic scheduling grids and procedural needs to meet VACO guidelines. -Participation in workload analysis for resource planning. -Provide support to REC ICC senior management by serving as administrative POC for clerical work in support of the ICC. -Design and coordinate processes and systems to monitor administrative operations for the ICC. -Expert knowledge of computer use, software applications and automated systems to accomplish daily tasks and assignments. -Maintain effective communication with persons both inside and outside the organizations from diverse backgrounds. OR, Education: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. NOTE: Copies of transcripts must be submitted with your application materials. OR, Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Physical Requirements: The work is sometimes sedentary. Typically, the employee will sit to perform administrative work. However, other position duties include physical requirements which include but not limited to, long periods of walking; standing; bending; crouching, reaching and lifting of a variety of moderately heavy items, carrying of light items such as papers, books, small parts.
