Duty Location: Sacramento, California and Willows, California
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer.
Duties
Oversees and performs the full lifecycle project management process, including all major phases from planning through project close out and portions of complex infrastructure projects.
Responsible for the implementation and mentorship of project management policy requirements, concepts, methods, and techniques used in the development, coordination, and execution of comprehensive project management plans (PMP) for highly complex, large infrastructure projects.
Closely coordinates with technical team members, such as engineers, hydrologists, biologists, economists, financial analysts, attorneys, and acquisition specialists.
Coordinates with non-federal partners, other federal agencies, tribes, and department level leadership on projects.
Monitors contractor's construction operations and the overall project budget.
Coordinates project reviews for compliance with approved engineering design, construction and safety standards, and contractual requirements. Consults with technical experts to resolve engineering, policy, and environmental concerns and develop alternatives, when necessary.
Qualifications
To be eligible for consideration, you must first meet the Basic Education Requirement for this position:
Biological Sciences Discipline, GS-0401
A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-
B. Combination of education and experience with courses equivalent to a major (24 semester hours), as shown in A above, plus appropriate experience or additional education.
Landscape Architecture Discipline, GS-0807
A. Degree in landscape architecture or landscape design. -OR-
B. Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
Civil Engineering Discipline, GS-0810
A. Degree in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Bard for Engineering and technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (A) statics, dynamics; (b) strength of materials (stress-strain relationships);(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-
B. Combination of education and experience demonstrated by one of the following (see U.S. Office of Personnel Management qualifications standards operating manual here for specifics): (1) professional registration; (2) written test (EIT); (3) specified academic courses; (4) related curriculum.
Physical Science Discipline, GS-1301
A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR-
B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.
To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience managing large complex projects through planning, design and construction; applying project management concepts, methods and techniques in the development, coordination and execution of comprehensive project management plans (PMP) for complex water resource and infrastructure projects; monitoring technical teams throughout the project; Conducting briefings to senior level executives (SES or higher) related to project costs, schedule, and performance. Providing advice and consultation to senior executives on priorities, and/or project schedules to maintain or restore proper balance to their activities; resolving technical and administrative conflicts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered.

Education
This position does not allow substituting education for experience.
This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.
You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Failure to submit official transcripts may be grounds for dismissal or rescission of the job offer.
