You will serve as a Program Analyst in the Health Administration Service (HAS) of the Jonathan M. Wainwright Memorial VA Medical Center, Walla Walla, Washington.
Duties
You will be responsible for overall program management for the revenue cycle, billable visits and clinic maintenance process for Health Administration Service and leads the facility's efforts to coordinate profile management among staff.
You will coordinate all administrative needs of clinic profile building and maintenance, VA software programs such as VA Online Scheduling, check in and patient identification processes with the Program Application Specialist and other staff.
You will perform data retrieval and analysis for reports; Facility reports to monitor accuracy and utilization regarding clinic profile management and communicates to appropriate Facility groups for action.
You will design and develop dissemination and training materials local standard operating procedure (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Health Administration programs through on-site education and training.
You will coordinate quality assurance reviews through assessments of workflow and procedures to develop means of improving service delivery to customers.
You will retrieve and analyze data for clinic validation of information to include billable status, count vs. non-count, DSS (MCA) identifiers and activation of encounter forms, standard naming conventions, accurate grids and all other parameters of the clinic profile.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
This position has a test requirement for the ACWA position for the GS-7 grade level: This position has a test requirement that will satisfy the Administrative Careers with America (ACWA) examination/assessment which is required for the GS-07 grade level.
You may qualify based on your experience and/or education s described below:
GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05in the normal line of progression for the occupation in the organization. Specialized experience would typically include but are not limited to gathering data to conduct evaluations of various programs, operations, and processes to determine their quality and effectiveness in meeting established goals and objectives. OR,
Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed one (1) full year of graduate level education OR have a bachelor's degree with superior academic achievement. This education must have equipped you with the knowledge, skills and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. OR,
Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have some specialized experience equivalent to at least the GS-5 grade level but less than one year, and some graduate level education but less than one year.
GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: gathering data from multiple workload systems (such as: VISTA modules, IFCAP, FMS, Event Capture (MCA) and PAID) to conduct analytical studies to identify and develop methods to improve the accuracy, adequacy, and timeliness of information and systems to disseminate information needed to satisfy a wide variety of user requirements. OR,
Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two years of graduate education; OR I have a Master's degree that pertains directly to the duties of the position; OR I have a LL.B. or J.D. OR,
Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond one year, but less than two years of Higher-Level graduate education leading to such a degree leading to such a degree in one or a combination of the following fields: public administration, business administration, accounting, or a closely related fields such as hospital administration, public health administration.
GS-11: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: researching multiple workload systems (such as: VISTA modules, IFCAP, FMS, Managerial Cost Accounting (MCA) and PAID) to evaluate and verify the accuracy of all data within the Managerial Cost Accounting (MCA) database software to design and prepare regular reports used to validate data in the accuracy of information and of the system's outputs with ongoing internal control improvement. OR,
Education (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three full academic years of progressively higher-level graduate if related, leading to such a degree in one or a combination of the following fields: public administration, business administration, accounting, or a closely related fields such as hospital administration, public health administration, OR LL.M if related. OR,
Combination (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, but it typically requires walking, standing, bending, and employees may carry light items such as books, instruments, laptops and other similar materials.
