The primary purpose of this position is: Serves as the Senior Biomedical Equipment & Logistics Management specialist for the Air Force Medical Readiness Agency (AFMRA) responsible for: the medical equipment and life cycle management and is responsible for resolving and coordinating the resolution of a variety of logistics and readiness of fielded medical devices.

Duties

Serve as Senior Biomedical Equipment Logistics Specialist and manage the deployed medical equipment inventory in terms of sustainment planning, maintenance requirements, repair support, and technical policies to meet operational requirements. Provides recommendations regarding medical equipment/logistics related regulations, publications, policies that influence medical logistics for the operational force. Leads a team, working with local or AFMRA designated programs. Communicates overall organization's strategic plan, mission, vision and values. Serves as a key participant in the AFMS Technology Assessment program. Plans, schedules, coordinates, executes, and documents technology assessments of medical equipment for war reserve and contingency operations. Oversees and coordinates efforts of AFMRA life cycle management on special purpose multi-directorate teams to identify and define medical maintenance issues affecting the readiness of war reserve and AFMRA managed medical materiel.

  • Job may require incumbent to travel up to 25% of the time, up to 30 days or more per year.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays, as well as work extended hours.
  • Must be able to obtain and maintain a Secret Security Clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes reviewing and applying technical specifications and requirements. Analyzing medical equipment and forecasting spare parts requirements. Reading and interpreting medical logistics policies, publications, and assigned projects. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of maintenance and technology management concepts, principles, and practices of AFMS biomedical and supporting equipment for worldwide use, and skill in applying this knowledge to difficult and complex assignments. 2. Extensive knowledge of and skill in development, sustainment, and manipulation of relational databases, and extensive experience in development of ad-hoc and business object queries. 3. Skilled in analyzing and interpretating complex technical literature, maintenance history records, data, and developing solutions to sustainment problems. 4. Skill in providing technical advice in terms of oral and written briefings, reports, and recommendations to senior leadership and maintenance technicians. 5. Ability to develop and maintain interpersonal relationships, working cooperatively as a member of a team, and in planning, organizing and prioritizing work within the team. 6. Ability to communicate well both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
