The VA Northeast Ohio Healthcare System is recruiting for a Mail Clerk. The Mail Clerk will function in Logistics Service.

Duties

Duties of a Mail Clerk includes, but are not limited to: Receives all facility mail and packages from external sources including, but not limited to: US Postal Service (USPS); United Parcel Service (UPS), Federal Express (FedEx), Airborne etc. Responsible for the receipt and distribution of hazardous and/or perishable materials, urgent and sensitive documents (e.g. Express Mail, Priority Mail, etc.). Signed receipt for these materials places personal responsibility upon the incumbent for the control, safety, timely and accurate delivery of the mail pieces within the facility. Exercises personal judgment for refusing delivery of materials inaccurately addressed, for materials which would place a financial liability upon the Government simply by acceptance of delivery or, for legal documents which must be personally delivered to the addressee. Evaluates urgency and sensitivity of incoming Express Mail, Priority Mail, overnight deliveries, hazardous and perishable materials for proper handling and delivery. Inspects all incoming mail for potentially harmful or dangerous situations (e.g. incendiary or explosive materials). Reads and routes a large amount of general mail from private citizens and organizations requesting information on a wide range of topics from the various services. Assesses all outgoing mail for proper and complete addressing, proper labeling and packaging. Takes the necessary measures to ensure mailouts do not violate fraud, waste and abuse statues. Handles all outgoing U.S. Postal Priority mail and ensures correct postage is applied using mail metering equipment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 5 position you must have served 52 weeks at the GS 4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:GS-4 Specialized experience: You must have one year of specialized experience. Examples of experience would typically include, but are not limited to: Skills using office automation equipment and software to enter, gather, and organize information; Operating mail processing equipment, sort/route mail, typing, and mail processing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond high school. You will be rated on the following Competencies for this position: Work Practices organized and clean Technical Practices Interpret Instructions Knowledge of Materials Ability to Operate with Dexterity and safety Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work may require long periods of time standing while operating the equipment, considerable amount of lifting (occasionally amounts exceeding 60 pounds) such as boxes of paper stock or similar materials. It will require stooping and bending during the operation of equipment, pushing carts loaded with large amounts of paper products. The work requires some physical exertion such as extended periods of standing, frequent bending, reaching, stooping, walking or similar activities necessary to set up, operate, adjust, and monitor the operation of the equipment as well as deliver completed products or gain materials. There will also be periods of time when the work will be sedentary while working at a workstation on the computer or performing administrative tasks. The work involves moderate risks and/or discomforts such as a high level of noise, paper dust, ink, solvents, lubricants and/or chemical fumes, while working around equipment in operation. Special safety precautions are required. The employee is required to use protective gear such as aprons, gloves, goggles, or shields during equipment operations. Education

Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years above high school.
