This position is in the Office of the Assistant Secretary for Administration and Management (OASAM). The incumbent of this position serves as an Operations Specialist. In this position, the incumbent will actively participate in and contribute to the overall OSPE operations acting as a liaison and consultant between the various centers within OSPE and OSPE leadership.
This position is outside the bargaining unit.
Duties
Major duties for this position at the GS-12 grade level include, but are not limited to:
Gathers, tracks, and analyzes data, identifies issues or problems, recommends solutions, and prepares reports and briefings related to the assignments.
Utilizes superior knowledge of Department and OASAM mission and programs, as well as knowledge of qualitative and quantitative methods in the completion of special projects.
Keeps abreast of pertinent laws, regulations, and policies affecting studies and projects.
Serves as a consultant to executive managers, supervisors, and project leads on the development and/or execution of major operational areas and programs.
Serves as an expert in policies, legislation, and statutes that impact programs administered by the Agency.
Develops and maintains contact with internal and external stakeholders.
Federal agency subject matter experts on many topical issues.
Conducts the strategic planning and performance management activities necessary to support OASAM's strategic objectives.
Major duties at the GS-13 grade level are similar to those at the GS-12 grade level, however, they are performed under less supervision.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not yet been met.
Qualifications
You must meet the Basic Requirements listed in the "Specialized Experience" section to qualify for Operations Specialist, as described below.
For GS-12 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-11 in the Federal Service.
For GS-13 : Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-12 includes:
Robust project management skills sufficient to organize work, set priorities for a project, define and determine short- and long-term goals, manage risks, and lead projects to successful completion.
Strong communication skills, both oral and written, in order to inform, advise, persuade and defend controversial actions/policy decisions in meetings with senior level management.
Experience participating on projects or initiatives to include analyzing quantitative and qualitative data, identifying process and program improvements, monitoring projects, and keeping top level management informed of project progress throughout all phases and processes.
Qualifying specialized experience for GS-13 includes:
Robust project management skills sufficient to organize work, set priorities for a project, define and determine short- and long-term goals, manage risks, and lead projects to successful completion.
Extensive communication skills, both oral and written, in order to inform, advise, persuade and defend controversial actions/policy decisions in meetings with senior level management.
Experience leading projects or initiatives to include developing informative materials, developing guidance, developing program planning documents, analyzing quantitative and qualitative data, identifying process and program improvements, monitoring projects, and keeping top level management informed of project progress throughout all phases and processes.
Education
