Serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program.

Duties

Duties include, but may not be limited to the following: Supply Management: responsible for the inventory management, control and distribution of expendable inventory; ensures maximum effectiveness in the management of inventories; has oversight and accountability of the management plan for the commodity program; conducts effectiveness/efficiency reviews; oversees the computation of requirements for supplies; serves as the approving official for approving reconciled purchase card transactions; oversees the care and handling of specialized items; prepares/reviews submissions to obtain approval or funding; and acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems; Returns, Recalls and Reutilization: manages federal and agency programs for the return and reutilization of medical supplies; approves emergent procurement decisions; participates in root cause analysis process; and serves as the utilization and disposal official for excess consumables; Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: You will be rated on the following Competencies for this position: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes planning, coordinating and executing an inventory and commodity management program; establishing procedures, overseeing and reviewing physical inventories and supply reconciliations; conducting data/information analysis for acquisition planning; planning and reviewing supply/inventory processes, functions and related systems; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You will be rated on the following Competencies for this position: - Communication - Leadership - Planning and Evaluating - Problem Solving - Reasoning - Technology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is active with day-to-day management that may prove difficult to administer as a substantial portion of property assets are in geographically dispersed areas, CBOCs, and other agencies within the catchment area which do not report to VHA. Additionally, Logistics operations are housed in various buildings throughout the medical center as well as off-site locations and require moderate lifting (15-44 lbs), straight pulling (1-2 hrs), pulling hand over hand (1-2 hrs), reaching above shoulder, use of fingers, both hands required, walking (4-6 hrs), standing (4-5 hrs), climbing - use of legs and arms (1-2 hrs), both legs required, operate a motor vehicle, both eyes required, and hearing (aid permitted).
