Qualifications
All qualification and eligibility requirements must be met by the announcement closing date.
Must provide proof of FAC-C professional certification at the time of application.
Specialized Experience: Applicants must have at least one year of specialized experience at the GS-09 grade level in the Federal service or equivalent to the GS-09 grade level in the private sector performing all aspects of contracting transactions from initiation to recommendation of award for services and supplies. Examples include: applying contract principles and procedures; determining appropriate methods of procurement; developing acquisition plans; preparing and issuing solicitation documents; performing detailed analysis of proposals received; and determining specific contract language and clauses.

3 full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree;
OR
Combination of education and experience: combinations of successfully completed education and experience may be used to meet the total qualification requirements.
Education
Basic Requirements for GS-05 Through GS-12 Grade Levels:
A 4-year course of study leading to a bachelor's degree with a major in any field;
OR
At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
