The incumbent serves as a Medical Support Assistant in Ambulatory Care and Processing Section of Health Administration Service. S/he works at a two-divisional teaching hospital affiliated with the University of Kentucky (UK) Medical Center at the U.S. Department of Veterans Affairs VAMC, Lexington, Ky. Incumbent will be required to work at the Bowling Campus location located at 1101 Veterans Drive, 40502.

Duties

Duties include but not limited to: Assigning and evaluating the work of subordinate staff and resolving complex problems to ensure patient services are met Evaluating new products, equipment, and systems in order to make recommendations for improved operations Assuring coverage of all areas of responsibility. Conducting ongoing reviews to ensure equality of work. Ensuring accurate and timely scheduling of appointments. Providing guidance to employees to include policy and procedural changes. Distributing and balancing workload. Mentoring new staff through orientation and on-the-job training for new and current employees. Ensuring all training requirements are met. Organizing the work structure of his/her assigned areas. Acting as liaison between MSA and other employees in order to resolve day to day conflicts Identifying educational or training needs, making final decisions on selections, evaluating performance, and taking disciplinary action when necessary Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management Work Schedule: Full-time; Monday-Friday, 8:00 am to 4:30 pm Telework: Not available Virtual: This is not a virtual position. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education or Training: Six months experience of clerical, office, [customer service], or other [administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR One year above high school; OR Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Physical Requirements: Must pass a pre-employment physical per VA Directive and Handbook 5019. English Language Proficiency: MSA's must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Requirements: In addition to the basic requirements, you must meet the following grade requirements. GS-07 Lead Medical Support Assistant: To qualify at the GS-7 level, the candidate must possess one year of experience equivalent to the GS-6 grade level. Credible experience at the next lower level includes but is not limited to: Ability to collaborate and communicate with a wide range of medical clinicians across multiple disciplines (e.g. medical doctors, nurse practitioners, physician assistants, psychologists, psychiatrists, social workers, clinical pharmacists, and nursing staff) to accomplish team goal setting to ensure medical care to patients is met; Ability to independently set priorities and organize work to meet deadlines, ensuring compliance with established processes, policies, and regulations; Ability to communicate tactfully and effectively, electronically, by phone, in person], and in writing, with internal and external customers. This may include preparing reports in various formats and presenting data to various organizational levels,[as well as resolving patient concerns; Advanced knowledge of the technical health care process (including, but not limited to, scheduling across interdisciplinary coordinated care delivery and/or care in the community models and patient health care portals) as it relates to access to care; Advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community operational activities that affect patient flow, and patient support care administrative functions to include, but not limited to appointment cycles, outside patient referrals, follow-up care, overbooking, provider availability, etc.; Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians. In addition to the one-year experience at the GS-6 grade level, Candidates must demonstrate the KSAs below: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect [and coordinating with a variety of interdisciplinary care team staff]. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics. References: A Handbook 5005/117 Part II Appendix G45. Medical Support Assistant Qualification Standard GS-679. The full performance level of this vacancy is GS-07. Physical Requirements: The majority of work is performed in an office setting, primarily while seated. The position requires some standing, ambulation, bending and carrying of items such as training manuals. In addition, there can be increased stress due to the intensity of a patient/customer complaint or concern.
