Duties

Conducts routine cultural resource inventories for determining impacts to cultural resources due to evelopmental activities in accordance with applicable federal laws, regulations, and policies. Conducts site testing and excavation, and provides professional recommendations on the significance of sites, structures, or objects identified in surveys. Interacts with BLM management, land owners, state government officials, tribal governments, interested parties and the public to provide information and develop opportunities for partnerships. Assists senior staff in compliance with Section 106 and 110 of the National Historic Preservation Act. Reviews eligibility of heritage resources for inclusion in the National Register of Historic Places. Reviews heritage and paleontological resource input for portions of environmental documents such as environmental assessments, and planning documents. Conducts outreach and educational activities about heritage resources and values for the public and interested parties at schools, in the field, or at other community venues. Ensures that inventory and site data are entered, managed, and utilized in various geospatial databases.

  • This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit.

  • This is a career seasonal position. You will be in pay status for at least 6 months, but less than 12 months per calendar year. When work and/or funds are unavailable, you will be placed into non-pay status.

Qualifications

To qualify for the GS-07: Applicants must possess one (1) year of year of specialized experience equivalent to at least the GS-05 in Federal Service. Examples may include: participation in cultural resource inventories; completes tasks designed to develop familiarity with Section 106 and 110 of the National Historic Preservation Act, enters inventory and site data into various geospatial databases. - OR- Education: one full year of graduate-level education OR Superior Academic Achievement - OR - Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. To qualify for the GS-09: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-07 in Federal Service. Examples may include: participation in archeological surveys and site evaluation work; involvement in field research; compiling and/or preparing archeological site records and technical reports. - OR - Education: 2 full years of directly related, progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree. - OR - You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Field work routinely requires physical exertion such as long periods of standing or walking over rough, uneven, rocky surfaces or mountainous terrain; recurring bending, crouching, stooping or reaching; using hand tools such as shovels, trowels, or screening devices; and lifting of moderately heavy items such as equipment and samples. Work Environment: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position has an Individual Occupational Requirement which requires that you have:

Education: Degree that included 3 semester hours each in the following course areas: History of archaeology, archaeology of a major geographical area such as North America or Africa, Regional archaeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development, theory and methods of archaeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques, and Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archaeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying.

AND Archaeological field school. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archaeological field school).

OR Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

OR Experience: Four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archaeology. The work experience must have included archaeology field experience, which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
