Duties

To position serves as a Test Training Specialist for United States Space Force's 17th Test and Evaluation Squadron (17 TES) in support of integrated, developmental, and operational testing. The Training Specialist will be responsible for delivering high-quality training sessions to 17 TES personnel on a quarterly and as needed basis. The Training Specialist must be willing to learn the details of test and evaluation in order to instruct specific aspects of Space Force test and evaluation. Training sessions cover testing related topics such as: overview of test and evaluation, roles and responsibilities for test team members, defense acquisition process overview, importance of early involvement in the acquisition process, and the test planning process, including test planning, execution, deficiency reporting, analysis, and reporting. The ideal candidate will possess a solid background in DoD space test and evaluation (developmental or operational test), as well as excellent communication and presentation skills. The training specialist should be versed in DoD/Air Force or Space Force training skills and processes. The candidate is expected to tailor the training content, organize classes (e.g., be course director), instruct when necessary, and meet the needs and expectations of the audience, as well as provide feedback to improve training effectiveness. Key Skills and Abilities: 1. Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of space force and unit test plans and programs for conducting major operations such as Missile Warning, Space Domain Awareness, Missile Defense, and various space sensor programs. 2. Knowledge of military (including command/center level) test program goals and objectives; the sequence and timing of key operational test events and milestones; methods of evaluating the effectiveness of test planning actions related to actual events; and the relationship of the various command entities involved in overall program test planning and execution of DOT&E, Space Force, space filed commands, STARCOM, Delta 12, and 17 TES DT&E, OT&E, and integrate test operations. 3. Knowledge of the application of military space test operations expertise as they apply to programs and weapon systems. 4. Skill in designing and conducting comprehensive studies and preparing solutions to especially broad, important, and rapid military operational test events end associated efforts. 5. Ability to plan and organize studies or projects and to negotiate effectively with management to accept and implement. Recommendations, where proposals involve substantial resources, and require extensive changes in established concepts, policies, and procedures. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers, management, contractors, academia, and other agencies. Requirements: 1. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. 2. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance. 3. May be required to travel by military or commercial aircraft in the performance of TDY assignments. 4. May be required to work overtime on an unscheduled or emergency basis. 5. Space (e.g., doctrine or strategy) and cyber experience is highly desirable. 6. This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing. 7. This position is not eligible for remote or telework. 8. PCS and incentives may or may not be authorized.

Qualifications

Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Experience General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled. Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
