About the Position: Serves as environmental technical representative on District Project Delivery teams for the Civil Works Program. Responsible for obtaining and evaluating information related to the natural resources of study areas and assessing impacts to these resources from the proposed project. Formulates plans pertaining to fish and wildlife, water quality, and other natural resources.

Duties

Conduct environmental assessments under the National Environmental Policy Act, which are concluded by decision-making documents: e.g. Record of Decision/Finding of No Significant Impacts. Develop mitigation plans for adverse environmental impacts from Civil Works projects to include designs for stream restoration for which there is little guidance. Coordinate documents during public coordination period with all interested parties that include the regulatory agencies, public, Corps leadership, and congressmen. Perform Environmental consultation for Section 404(b)(1) Evaluations, Water Quality Evaluations, Endangers Species Act, Essential Fish Habitat, and Consistency Determinations for the Coastal Zone Management Act. Perform comprehensive review of Military Construction projects and Project Management Plans in Military Construction Program to ensure compliance with all Federal and local environmental laws. Prepare scopes of work/cost estimates for various projects under the Civil Works Program.

Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. You will be evaluated on the basis of your level of competency in the following areas: Environmental PlanningPlanning and EvaluatingProject Management Time in Grade Requirement GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS--09). Time in Grade Requirement GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
