The Hudson Valley VA HCS is currently recruiting for one Medical Supply Technician-Sterile Processing-Trainer for the Castle Point location for the Sterile processing Service. SPS provides support to the Medical Center and 7 Community Based Outpatient Clinics (CBOCs) located throughout the Hudson Valley, NY . The incumbent is a fully proficient, knowledgeable of SPS policies and procedural manuals, infection prevention procedures, and National and accrediting agencies directives and guidelines.

Duties

The Medical Supply Technician-Trainer will be knowledgeable in all areas of SPS and able to perform a wide variety of duties, including the various cleaning, decontamination and sterilization processes associated Reusable Medical Devices (RMD), which includes medical and surgical instruments reprocessing and inventory management. Additional responsibilities will include training and education of staff, monitoring quality assurance throughout the decontamination and sterilization processing areas and the CensiTrac System. The Trainer will be a CensiTrac Super User and collaborate with the Chief and Assistant Chief of SPS to train staff. Will serve as an SPS MST at full proficiency and technical trainer in reprocessing and distribution of Reusable medical devices. Will collaborate with Chief SPS and the Assistant Chief to develop education training related to decontamination and sterilization processes. Will be responsible for SPS/RMD communication and verification of new employee initial competencies and required annual competencies for all SPS technicians in compliance with VHA Directives, VHA Memorandum guidance pertaining to SPS/RMD, Joint Commission Standards, ISO, Professional AAMI/ANSI Standards, and all other requirements pertaining to SPS/RMD. Is expected to work in all areas of SPS alongside staff and maintain current knowledge and demonstrate confidence responding to questions regarding RMD procedures, policies, and directives. Is expected to seek and obtain needed information and support for decisions from SPS Chief/Assistant Chief regarding challenges and or conflict resolution. Incumbent will instruct employees on specific tasks and job techniques providing written instructions, reference materials, and supplies necessary to complete reprocessing of facility (current & new), loaned, and trial RMD devices. Will ensure all SPS/RMD education, training, and competency is demonstrated and documented according to program policy and will be responsible for monitoring the status of compliance. Will observe, verify, and ensure that all SPS/RMD employee competencies are accurately executed in direct accordance with current manufacturer's Instructions for Use (IFU) and recommendations. Receives and provides continuous training in SPS/RMD subject areas such as use, functioning, pre-cleaning, cleaning, decontamination, disinfection, sterilization, processing, packaging, and storage. Will conduct education training sessions and complete new employee and ongoing annual competency observations/verification. Will research information utilizing, AORN-Association of Operating Room Nurses, AAMI Association for the Advancement Medical Instrumentation, one Source and manufacturer's instructions for use, decontamination and sterilization. Will accomplish education training and competency sessions using methods to include: presentations, demonstrations, media, and electronic delivery. Must be able to read, review, and research complex scientific information resources related to all SPS/RMD devices. Additionally, oversight of employee compliancy with manufacturer's IFU requires consistent attention, integrity, and persistence. Must coordinate an educational environment which supports SPS/RMD best practices conveying professionalism and resolve when communicating with customers (internally and externally). Must convey confidence, knowledge, and understanding of the SPS work environment to accurately communicate and complete competency observation and verification. Comprehension of change resistance and demonstration of skills as a positive change agent with emphasis on teamwork is essential. Advocating for compliance with required RMD practices and incorporating practices to mentor, improve, and maintain compliance with RMD directives, policies, and practices requires dedication and is expected. Will work to analyze the effectiveness of current processes, identify gaps or challenges, and act to improve program processes. Will communicate updates for SPS/RMD listings to ensure they are current and up-to date. Will sign competencies documenting verification of SPS/RMD competency. Must utilize oneSource, a file of operator's manuals for technical reference to facilitate training and new employee orientation. Serves as a resource reporting to the SPS Chief/Assistant Chief regarding barriers or deficiencies for competency compliance, information, device, or supply acquisition. Directly responsible to the SPS Assistant Chief for assuring work assignments are accomplished. Will brief the SPS Chief/Assistant Chief on a regularly scheduled basis. BASIC REQUIREMENTS CITIZENSHIP: US Citizen EXPERIENCE AND/OR EDUCATION: EXPERIENCE: Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work, OR EDUCATION: One year above High School that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; OR EXPERIENCE/EDUCATION COMBINATION: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable CERTIFICATION: None FOREIGN EDUCATION: To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U.S. programs. PHYSICAL REQUIREMENTS: See VA Directive and Handbook 5019 ENGLISH LANGUAUGE PROFIENCY: MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3J, this part. GRADE REQUIREMENTS Creditable Experience Knowledge of Current MST Practices. To be creditable, the experience must have demonstrated the knowledge, skills, and abilities (KSAs) associated with MST responsibilities. Experience satisfying this requirement may be paid/non-paid employment as a MST. Quality of Experience. Qualifying experience must be at a level comparable to MST experience at the next lower grade level of the position being filled. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time. Part-Time Experience. Part-time experience as a MST is creditable according to its relationship to the full-time workweek. For example, a MST employed 20 hours a week, or on a 1/2-time basis, would receive 1 full-time workweek of credit for each 2 weeks of service. Grade Determinations: The following criteria must be met when determining the grade of candidates. GS-07 Medical Supply Technician (Sterile Processing) - Trainer Experience. One year of experience equivalent to the next lower grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs: 1. Knowledge of SPS and Infection Prevention regulations. 2. Knowledge of procedures and/or operations in training developed for, and operations of SPS functions for both new and existing staff. 3. Ability to manage integrated training programs as it relates to sterile processing procedures. 4. Working knowledge of Microsoft Word, Excel or other software programs in order to complete reports and develop skills. 5. Ability to communicate effectively with staff and management officials in regards to sterile processing procedures. Assignment. The MST Trainer is responsible for developing formal and informal written plans for the SPS training program, in compliance with accreditation organizations and VHA-specific requirements as well as medical center policies and procedures for SPS and related staff. Facilitates training of SPS staff through educational programs and job specific instruction. Improves SPS processes by facilitating the application for new technology of reusable medical devices by training all new and existing staff. Develops, monitors, and revises SPS educational programs for both new and existing staff. Documents and assesses staff's training, to identify areas of strength and need. Develops an education plan (literature review, continuing education, in-services, certification and/or formal education) to maintain and improve knowledge in specialized areas of processing reusable medical devices. Participates in tracking, trending and analyzing education data. Identifies opportunities for improvement, makes recommendations and/or prepares reports based on findings. Develops and conducts the annual review of the SPS preceptor program. Preferred Experience: - preferred at least 5 years of experience in Sterile Processing (SPS) - preferred teaching or education background - preferred knowledge of ISO is a plus - Current or previous VA SPS is a plus References: VA HANDBOOK 5005/83 PART II APPENDIX G47 The full performance level of this vacancy is GS-7.
