The incumbent serves as the Administrative Officer (AO) for Clinic Operations Manager (COM) and is responsible for the administrative and operational functions of the services aligned under the COM at the St. Joseph County VA Clinic.
Duties
The AO functions with a high degree of autonomy, independently initiating projects and providing key support to the Health System Specialist (HSS) and to the Clinic Operations Manager. The incumbent manages or participates in substantive projects relative to St Joseph Clinic operations as well as new initiatives. The scope and complexity of the health systems clinical and administrative functions warrant considerable systems management abilities. This requires effective coordination and integration of work efforts among all Medical Center services. The incumbent possesses integrated and in-depth knowledge and understanding of VHA's mission, operating programs, and policies to meet responsibilities of the position. The duties require a high degree of administrative and material expertise and the ability to work effectively with others at high levels of the organization. In effect, the incumbent takes initiative in managing all office resources and establishing a maintaining communication with all services within VANHIN.
She/he manages all phases of administrative reports from gathering and verifying information. Performs administrative work in the preparation, analysis and development of administrative reports and surveys, such as management briefings, systematic analysis of operations, etc. Program areas include personnel management budgeting, financial management, direction and long-range planning and quality management.
The AO for COM reports to the Clinic Operation Manager. The incumbent is a key member of the SJC VA Clinic Leadership team that is responsible for directing administrative operations and business functions.
VANIHCS is a multi-site complex health care system with main campuses located in Fort Wayne and Marion, Indiana, and Community Based Outpatient Clinics (CBOC) in Goshen, Peru, Muncie, and St Joseph VA Clinic in Mishawaka. The incumbent performs key duties in the areas of management, operational functions, program and data analysis, administration, coordination of clinical and administrative support services for COM, which encompasses Primary Care, Specialty Care, Nursing, Lab, and Compensation and Pension.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Typically administrative in nature, Monday - Friday. Individual tour to be discussed during the interview process and is subject to change based on the needs of the Agency.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Gs-09 You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Establishes internal procedures regarding deadlines, progress reports and directives, Prepares, edits and archives all official correspondence requiring signature or approval, Provides advice to staff and supervisors regarding human resources procedures, laws, regulations and policies, Advises supervisors/managers on budgetary and finance issues, Provides expert advice on procurement issues, Participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval, Executes and monitors balances of fund control points, Monitors performance, suspense actions and ensures issues are resolved, Interprets administrative policies, developing local polices, defining administrative requirements, and/or providing advice, and Prepares presentation materials related to financial, space, and equipment programs. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. if related. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education or superior academic achievement. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: directing a personnel management program; providing budgeting and financial management; managing procurement and contracting; managing an accreditation program; providing for the overall administrative management of an organization; OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; (TRANSCRIPTS REQUIRED). OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of Graduate Education beyond a Master's Degree (leading to a PhD) and Specialized Experience. Such experience and education must demonstrate the knowledge, skills, and abilities necessary to do the work.
