About the Position: Serves as a Human Resources Specialist within the Civilian Senior Leader Management Office (CSLMO) responsible for providing technical advice and assistance in various civilian HR program areas to senior level management officials within Department of the Army on all matters dealing with the classification, staffing, pay setting, processing of personnel actions, and benefits and entitlements of serviced population.

Duties

Provide advice in civilian HR program areas to senior level officials within Department of Army on all matters dealing with classification, staffing, pay setting, processing actions, benefits/entitlements. Develop classification and staffing models and guides, as well as identifying the most effective and efficient processes for SES positions. Provide advice regarding effective use of current and projected allocations and the use and status of political/consultant appointment and appointees. Utilize a comprehensive knowledge of the Civil Service Retirement System (CSRS), Federal Employee System (FERS), Thrift Savings Plan (TSP), and the effects of social security contributions on the retirement/survivor annuities. Advise the DUSA and the Chief of Staff on any new or proposed changes and provides recommending positions either orally or in writing.

Specialized Experience: GS-12: One year of specialized experience which includes reviewing advanced principles, concepts and practices of personnel recruitment, examination, selection and/or placement; assisting with comprehensive analytical studies, projects, or special initiatives relating to management and/or benefits; interpreting and analyzing data extracts and reports from automated databases; and reviewing comprehensive analytical studies to identify factors and quality of responsibility levels. This specialized experience is equivalent to the GS-11 level in the Federal service. GS-13: One year of specialized experience which includes applying advanced HR principles, concepts and practices of personnel recruitment, examination, selection and/or placement; leading comprehensive analytical studies, projects, or special initiatives relating to HR management and/or benefits; developing, interpreting, and analyzing data extracts and reports from automated HR databases; and leading comprehensive analytical studies to identify factors and quality of responsibility levels. This specialized experience is equivalent to the GS-12 level in the Federal service. You will be evaluated on the basis of your level of competency in the following areas: Customer ServicePersonnel and Human ResourcesStrategic ThinkingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/12).
