This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The principal purposes of this position are to perform complex technical engineering work for a wide variety of base development projects and to monitor the performance of contractors in their conduct of base operations and maintenance functions.
Duties
Perform studies of special projects to ascertain or to verify the most effective economical method of construction.
Evaluate facility designs and/or operation methods to eliminate potential problem areas.
Resolve technical problems and/or referring major areas to supervisor with recommendation for solution.
Provide guidance and/or advice on engineering requirements and problem areas.
Inspect completed services to notify contracting officer of violations and/or deficiencies.
Evaluate contractor performance in accordance with the provisions of the contract and the Directorate Quality Assurance plan.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires the employee to use personal protective equipment provided by the employer.
- This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
- The work requires some physical exertion. Common characteristics of the work are long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing, or similar activities.

SPECIALIZED EXPERIENCE: One year experience which includes experience such as preparing plans and specifications for new construction, major/minor modifications, alterations, renovations, or repairs to existing facilities, reviewing designs to include plans and specifications for technical adequacy, compliance with standards and conformance with engineering practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
