The primary purpose of this position is to: Serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Directorate of Manpower, Personnel and Services at a major command (MAJCOM).
Duties
Plans, organizes, and directs the activities of the Military Personnel Section ensuring that the military personnel management complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Represents AFGSC/A1KM with a variety of installation and functional area organizations
Research information/material and develops command policy drafts evaluate retention rates of military career fields and analyzes historical records and reports on separations, resignations, retention, and promotions
Provides program management for manpower and personnel requirements and plans

- This is a Supervisory Position. A 1 year probationary period is required if applicant selected has not previously met this requirement. This position meets the supervisory exemption criteria of the Fair Labor Standards Act (5CFR.204)

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include: Knowledge of DoD and Air Force military organizational structures, lines of authorities, delegation authorities, and numerous missions in order to match right personnel with right requirement at the right time. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD and Air Force military organizational structures, lines of authorities, delegation authorities, and numerous missions in order to match right personnel with right requirement at the right time. Knowledge of safety and security regulations, practices, and procedures.
2. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
3. Comprehensive knowledge and thorough understanding of officer and enlisted assignment laws, regulations, policies, and processes. Ability to interpret those requirements and translate that knowledge into command operational requirements applied to HQ and wing level personnel and operations. Ability to develop and implement AFGSC approved instructions for efficient management of various aspects of assignments.
4. Knowledge of and skill in selecting, interpreting, adapting and applying practices and processes involved in reviewing, analyzing, evaluating and synthesizing all facets of officer and enlisted assignments. Employee must be able to apply a high degree of judgment and confidentiality, following the appropriate protocol-driven guidelines necessitated by working with senior level officers and civilians on sensitive personnel issues.
5. Ability to direct functions and supervise the staff through mentorship and motivation. Ability to analyze, plan, organize, and adjust work operations of subordinates to meet program requirements and objectives within available resources.
6. Knowledge of safety, security, personnel management, and EEO principles, regulations, practices, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
