This National Guard position is for a AUDITOR (TITLE 5), Position Description Number T5147P01 and is part of the FL USPFO, National Guard.

Duties

As an Auditor, GS-0511-7/9/11, you will utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. Performs complex professional accounting and review activities involving in the analysis of accounting records. Conducts in-depth research and analysis in the coordination and resolution of problems. Develops position papers and fact sheets that interpret and explain reports and accounting data. Determines the scope of studies based upon a review of material received, familiarity with operations and relationship of financial management and its automated systems. Review automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial reports and operational data used by local management. Evaluates computer system logic and program guidelines in order to recommend automated accounting software processes to enhance the analysis of information for the unit and other resource managers. Evaluates the impact on current and future systems and makes recommendations to ensure the organization has the needed equipment/software to meet the needs of managers.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board US Federal employees interested in helping the Department of the Army meet our mission requirements as an Auditor. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation. NOTE #: 1. Must be FINANCIAL MANAGEMENT Level 2 qualified within 2 years of employment. SPECIALIZED EXPERIENCE: GS07. Must have 1 year equivalent to at least GS-5; experiences with a validated understanding of the basic principles and concepts of the audit occupational series and grade; Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. SPECIALIZED EXPERIENCE: GS09. Must have 1 year equivalent to at least GS-7; experiences with a validated understanding of the basic principles and concepts of the audit occupational series and grade; experiences gained through military technical training schools or civilian academic courses or related civilian work are included in the one-year on-the-job specialized experience; Utilizing professional accounting and auditing knowledge, provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems; performs complex professional accounting and review activities involving in the analysis of accounting records; conducts in-depth research and analysis in the coordination and resolution of problems. SPECIALIZED EXPERIENCE: GS011. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade__11___. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.

Degree in accounting, auditing; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting.

The 24 hours may include up to six hours of credit in business law.

OR

Combination of education and experience-With at least four years of experience in auditing which demonstrates a validated understanding of the basic principles, and concepts of contracting. AND one of the following.

At least 24 semester hours of accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law OR-A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination OR-Completion of the requirements for a degree that included substantial course work in accounting or auditing at least 15 semester hours in accounting and experience working at full performance level in an accounting , auditing or related field.
