This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a has a severe shortage of candidates. This announcement will close at 11:59 p.m. Eastern Time on the date the first 100 applications are received or 08/29/2023, whichever comes first.

Duties

Serves as the Deputy Director, CHIPS Research and Development (R&D) Metrology Program, the research and technical organization for the CHIPS Act at NIST directed specifically to address the measurement and standards needs of the U.S. semiconductor industry. The Deputy Director of CHIPS R&D Metrology Program is responsible for providing executive and technical leadership and oversight of the CHIPS R&D Metrology Program. The candidate supports the NIST Director, CHIPS R&D Director, CHIPS Deputy Director for Programs, the CHIPS R&D Metrology Director and represents NIST with senior Administration officials, Congress, other federal agencies, industry leaders, and national and international organizations. Additionally, the Deputy Director performs the following duties: - Coordinates planning, developing and deploying all necessary policies, procedures, organizational structure, technical capabilities and programmatic capacities, management policy for establishing and sustaining the CHIPS R&D Metrology Program with the CHIPS R&D Metrology Director; - Responsible for many operational aspects of the program, including safety, cross-operating unit services and participation, financial, budget, information technology security, etc; - Coordinates reports and metrics to benchmark the work to ensure the accomplishment of major milestones and effective implementation and deployment of planned outputs; - Serves as Acting CHIPS R&D Metrology Program Director in the absence of the Director.

Qualifications

Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to the above basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 (ZP-4 at NIST) level. Specialized experience is defined as: Conducting effective and relevant physical science or engineering research, and demonstrated experience presenting scientific, engineering, and measurement findings, both written and in person, to audiences representing a wide range of knowledge at a variety of professional, organizational, and stakeholder levels. Demonstrated ability to plan, organize, and coordinate a significant physical science or engineering program involving both fundamental and applied research that relates to supporting and advancing U.S. semiconductor manufacturing, research and development, and supply chain security. Demonstrated experience providing leadership and building collaborative networks with key peers and stakeholders across an organization and with other government/private-sector organizations, or professional disciplines to achieve significant mission outcomes Experience refers to paid and unpaid experience, including volunteer work done.
