This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Contract Specialist responsible for high-priority programs utilizing an expert level of knowledge and skill in applying the full range of pre-award and post-award functions including cost/price analysis, contract administration, and closeout for a variety of contracts.
Duties
Serve as a Contract Specialist, negotiating the pre-award, and post-award phases of contracts.
Resolve inadequacies of problem areas with project engineer, legal advisor, cost accountant, maintenance engineer, material manager, etc., as appropriate.
Negotiate changes in the terms of the contract to include specifications, delivery schedules, payment, etc.
Determine contractor adherence to legal, financial, production and delivery requirements, submission of periodic technical and progress reports.
Responsibility regarding timely delivery, loss, destruction or damage to Government property; shipping and material discrepancies, or similar problems.
Procures a variety of sophisticated communications-electronics (C-E) equipment, components and services at any stage of development from research to full production.

- One year trial/probationary period may be required.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
- Must be able to obtain and maintain a Secret clearance.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires temporary duty (TDY) travel up to 25% of the time.

Basic Education Requirement for 1102 Series:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution. TRANSCRIPTS ARE REQUIRED
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes:(1) Experience with pre and post award functions such as: contract formation, solicitations, cost and price analysis, closeout of contracts; (2) Negotiating with contractors to ensure all contracts are fair and reasonable and a wide range of contract methods and contract types; (3) Preparing documents with attention to detail, quality, and accuracy of information in accordance with statute regulations and policy; in accordance with the applicable Federal and Defense regulations and statutes.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
