Duties
As a Management and Program Analyst, you will be serving as a senior analyst and advisor to management on the effectiveness and efficiency of assigned program operations and is responsible for conducting management analysis and programmatic reviews designed to improve the effectiveness and efficiency of programs and operations.
As a Management and Program Analyst, you will:
Perform operational reviews, prepare program policies, and establish guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives, and implement, coordinate, and oversee programs that impact agency activities.
Advise management as the owner and Subject Matter Expert for several diverse agency-wide programs; recommend changes in methods, procedures, and techniques to improve operational measures; conduct self-directed analytical studies of mission-oriented programs; and recommend and implement changes to programs and related policies.
Resolve complex problems that include a wide range of variables impacting program effectiveness, efficiency, and productivity for the entire organization.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Experience serving as a Contracting Officer Representative on multiple contracts or purchase orders; AND
Preparing budget estimates and justifications for review; AND
Analyzing and advising management on the evaluation of the effectiveness of programs and operations; AND
Monitoring the budget and recommending reprogramming of funds as needed.
Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
