The primary purpose of this position is to perform as the Base Records Manager. Manages the records management program through the implementation of policies, procedures, and requirements as they relate to the creation, maintenance, use, storage, disposition, and access of official records.

Duties

Manages the Base Records Management Program: Develops and oversees a centralized scheme of records management applications, policies, principles, standards, and guidelines for paper records, electronic, magnetic, optical, imaged, or any other format, to include requirements for archiving this information. Manages Freedom of Information Act (FOIA) Program. Administers the program lAW public law as the installation's Freedom of Information Act Officer. Develops concise management/program evaluation plans. Evaluates release/denial recommendations from each level. Manages the Privacy Act and Civil Liberties Program. Serves as the installation Privacy Act Officer and Civil Liberties POC. Develops and oversees the implementation of policies, principles, standards, and guidelines on privacy, confidentiality, security, disclosure, and sharing of information, collected or maintained by or for the installation in accordance with Public Law 93-579, codified at Title 5, United States Code, Section 552a. Manages Training Programs. Establishes and conducts formal or informal training courses for installation personnel on maintenance of records, Privacy Act, Freedom of Information Act, and electronic records management. Manages the operation of the base records staging area. Receives and stores all base organization's inactive records to include classified, unclassified, or sensitive (e.g., Privacy Act Systems of Records). Ensures charged-out records are returned to staging within established timeframes.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes working knowledge and skill in applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of the program's operations. Must be thoroughly knowledgeable of pertinent Federal and Public laws, regulations, policies, and precedents that affect the Records Management (RM), Privacy Act (PA) Freedom of Information Act (FOIA), and information life cycle management programs. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the following programs: Records and Information Management Programs, Freedom of Information Act Program, Privacy Act and Civil Liberties Program, Training Programs, and Records Staging Area Program. Working knowledge of the Air Force Records Management Program, applicable Federal and Public Laws, Executive Orders/DoD Directives, National Archives and Records Administration guidelines and policies governing the life-cycle management of Air Force records. 2. Knowledge of the Air Force Records Information Management System (AFRIMS), Electronic Records Management (ERM) requirements, Electronic FOIA System, and all hardware/software requirements associated with the systems. 3. Knowledge of operating systems and office software, and a basic knowledge of scanners and peripheral storage devices. 4. Skill in oral and written communications to provide training, conduct classroom training, prepare written reports and supplemental instructions, or to write and present briefings. 5. Ability to meet and deal with customers using a high degree of tact and diplomacy. Skill in conducting interviews to obtain information about public requests, organizational missions, functions, and work procedures. Ability to interpret and apply a variety of complex regulations and laws. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:

  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
