The primary purpose of the position is to serve as the state Geographic Information Systems (GIS) specialist with responsibility to provide leadership, technology development, technology transfer, and technical assistance and support in GIS, Global Positioning Systems (GPS), remote sensing, spatial analysis, elevation program, and geospatial database management.

Duties

Provide technical leadership in Geographic Information System (GIS) products and services in support of state programs, activities and products which provide technical support throughout the state. Provide technical guidance and assistance on remote sensing technologies throughout the state. Responsible for the state's geodatabase management, which involves managing large data sets as well as providing dependable backups for these data sets. Responsible for coordinating and providing, training to state office and field office staffs in the principle of GIS, Customer Service Toolkit, spatial analysis, relation database analysis, and remote sensing. Coordinates equipment and software maintenance with national staffs; and, serves as the Geodata administrator. Oversees and implements procedures for quality control of spatial and corresponding tabular data for authoritative datasets in preparation for official release. Adapts, modifies, and extends conventional manual and electronic procedures, tools, scripts, and applications to improve and enhance data collection, data capture, finished map products and editing and maintenance of soil survey information.

Qualifications

Applicants must meet all qualifications, eligibility, and time in grade requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Basic Education Requirement: 0150 Series Degree: geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields; OR Combination of education and experience: courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. In addition to meeting one of the Basic Requirements listed above, applicant must also meet the following Minimum Qualification Requirement in order to be considered: Specialized Experience to qualify for the GS-12, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service, or comparable experience not gained through the Federal service. This experience must have equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: Experience utilizing geographic information technology to analyze agricultural, soil, biological, ecological, and/or resource inventory programs issues/trends; Experience in developing, analyzing, coordinating Geographic Information System (GIS) and/or Global Positioning Systems (GPS) technologies and interpretations of soil survey information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
