VISN 7 is seeking a Registered Nurse with an unrestricted, active license for the position of Nurse Manager for the Clinical Resource Hub. This position has travel requirements of up to 25% of the time. This is a virtual position

Duties

The VISN 7 Clinical Resource Hub (CRH) Nurse Manager reports directly to the VISN 7 CRH Associate Chief Nurse. The Nurse Manager functions as a supervisor and assumes accountability for the operation of designated staff within the CRH. The Nurse Manager promotes, creates, demonstrates, and ensures a culturally diverse workforce. This position requires expertise in clinical care and the ability to coordinate, develop, implement, and sustain the education and training of staff. As Nurse Manager you will be expected to: Provides clinical/ Administrative oversight for all VISN 7 CRH nursing and Intermediate Care Technicians (ICTs). Collaborates with the Primary Care/Specialty Care, Operations Manager, Tele Mental Health, and all Section Directors in a seamless transition of leadership, education, and resource allocation for optimal operation. Supports clinical duties within the VISN 7 CRH programs (25% clinical/75% admin) Provides training in collaboration with others with collateral educational duties for the nursing and ICT staff as assigned. Participates in customer service and management conference calls with CRH leadership. Serves as the acting Associate Chief Nurse in his/her absence. Serves as a liaison between other sections in the Clinical Resource Hub, and with VISN 7 facility clinical staff including PACT, TMH, and Specialty Care Nurses and providers. Supports customer relationship management in partnership with VISN 7 facilities and VISN 7 CRH - Provides leadership and guidance in the application of the nursing process to patient care, organizational processes, systems, and improving outcomes for virtual care. Fosters the practice of nursing by using sound clinical judgment, patient teaching activities, and addressing ethical issues that impact clients and staff. Makes sustained contributions to health care by sharing expertise within and/or outside the virtual medical center structure. Collaborates with staff, other disciplines, faculty, and peers in research activities to improve care. Safeguards patient privacy and maintains confidentiality of all electronic and printed patient information according to HIPAA guidelines and the Privacy Act. Aggregates data and participates in the budget process to plan for current, emerging, and future resource requirements (financial, human, material, and/or informational). Provides leadership in determining the allocation of resources (financial, human, material, and/or informational). Shares expertise within and/or external to the organization by leading interdisciplinary groups such as committees, task forces, projects, formal teaching, publishing, or professional activities. Provides leadership in the development, implementation, and review/revision of policies, protocols, procedures, standards of care, and competencies for complex and diverse integrated programs, and evaluates operational outcomes. Provides leadership and collaborates with staff, other disciplines, faculty, and peers in research or research utilization in the areas of nursing, health, and/or management systems that are congruent with the organization's mission and goals. Collaborates with the Performance Improvement Coordinator for CRH Quality Management (CRH QM STEEP tool, Quality matrix are completed each quarter, joint commission readiness, quality monitoring and reporting, etc.), collaboration with CRH section chiefs, CRH managers, CRH data analyst, and CRH operations managers to receive QM data and track. Will attend QM meetings and keep VISN 7 CRH updated on timelines and new QM requirements. May be assigned other duties based on the needs of the program. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred experience: Staff supervision management and training PACT, Ambulatory Care, Primary Care experience No less than 3 years of VA experience with Charge Nurse and/or Nursing Leadership duties Nurse II or higher Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. NOTE: Nurse III must demonstrate performance and leadership that is broad enough to improve the care for a group of patients. The Nurse III is responsible for the documented outcomes at the program or service level. Program or service level outcomes must be broad and complex and can be demonstrated at any organizational level. In order to be considered for appointment to Nurse III, outcomes must be documented. Meeting the Practice dimension involves incorporating and implementing the requirements of the other qualification standards, including: (a) Leading and organizing delivery of care to assure continuity of care and peer accountability for practice, including access to care and discharge planning. (b) Using advanced clinical knowledge/judgment to promote staff involvement in planning, decision-making and evaluating outcomes. (c) Functioning as an expert in clinical practice and/or in areas related to the assigned roles and responsibilities. (d) Systematically evaluating current practice, and formulating outcomes for groups of patients and/or organizational processes within area of expertise. (e) Guiding, developing and supporting staff from a leadership perspective. f) Using professional standards of care, scientific evidence and practice to evaluate programs and/or service activities.
